_d.._, DIC, (confidentiality requested) made allegations to the NRC site resident inspector at the Wolf Creek Nuclear Generating Station (Wolf Creek) that irrprcper dispositioning of nonconformance reports (NCRs) was occurring; that falsification of inspection records was being performed; and that ouality control inspectors.were being intimidated by sepervisors of Daniel International.

On March 9, 1984, the Region IV OI Fielo Office obtained a copy of Nonconfomance Report flo. INN-12027P relating to Daniel International that invcives possible nonconformances in piping location and stability in the FC (auxiliary steam) system. A copy of this report was given to the Region IV technical staff for evaluation to determine if the noncon-formance report (flCR) had been dispositioned properly. A written evaluation of the NCR was conducted by W. D. J0!!NSON, Engineering Section, Region IV, NRC, wherein JOHNSON advised that the disposition of the NCR is acceptable.
A copy of this NCR and the corresponding evaluation of the NCR are included with this Report of Inquiry as Exhibits (1) and (2).

The Regicn IV OI Field Office will continue to investigate the allegations of falsification of inspection records and intimidation by Daniel International under 0I Field Office Investigaticn Case No. 4-84-026.
The allegation concerning the improper dispositioning of nonconformance reports has been addressed by Region IV, and no wrongcoing was identified.
This Report of Inquiry is CLOSED.

This appears to be appropriate, but incluoing this under the overall disposition of "use as is" is questionable.
If this were a "Q" system, it would be appropriate to review the site procedures to verify whether it is administratively.

- 3. The QC inspectors are being intimadated to complete documents they do not feel are ready.

- 4. Tim Murphy attempted to prevent an NCR from being written dealing with shims that are grouted in that do not have size or piece number verification.
They feel all Fuci Building erection prints El-E10 are incomplete and have been wrongfully c'ompleted.
These gentlemen are involved in the c'.vil ' turnover area of the fuel building but state that the same thing is happening in the turnover of all civil structures.
