.Re:St.LucieUnits1and2DocketsNos.50-335and50-389ReplytoaNoticeofViolationInsectionReort89-27Violation10CFR50,AppendixB,CriterionXVI,CorrectiveAction,requiresthatmeasuresshallbeestablishedtoassurethatsignificantconditionsadversetoquality,suchasdeficiencies,deviations,andnonconformancesarepromptlyidentifiedandcorrected,andthatsuchmeasuresincludeactiontoprecluderepetition.NRCGenericLetter82-33requiresthatlicenseesdevelopandimplementimprovedEOPsusinganNRCapprovedproceduresgenera/ionpackage.ByletterdatedApril15,1983,thelicenseecommittedtoimplementthisEOPimprovementprogram.St.LucieprocedureQI5-PR/PSL-6RequirementsforDevelopmentandRevisionofEmergencyOperatingProcedures(ProceduresGenerationPackage),Revision0,datedApril10,1987,requiresthatsafetysignificantEOPdeviationsfromthelatestNRCapprovedrevisiontoCEN-152,CombustionEngineeringEmergencyProcedureGuidelines,willbedocumentedandreviewedbythetechnicalstaffpriortofinalapprovaloftheEOPs.NRCNoticeofDeviation(NOD)389/88-08-01,datedAugust28,1988,statedthatthelicenseefailedtoprovidethetechnicalbasisorjustificationforsignificantEOPdifferencesfromCEN-152.InaSeptember22,1988,responsetotheNOD,thelicenseestatedthatdiscrepanciesidentifiedintheNODwouldbecorrectedatthenextrevisiontotheEOPs,scheduledforJune,1989,andthatthesecorrectiveactionswouldincludebackupinformationgivingdetailsforEOPdeviationsfromCEN-152.Contrarytotheabove,thelicenseefailedtodocumentjustificationsforsafetysignificantEOPdeviationsfromCEN-152,Revision3,andtoreviewthembythetechnicalstaffpriortofinalapprovalanduseoftherevisedEOPsinSeptember,1989.R~eeonceFloridaPower&LightCompany(FPL)concurswiththeviolatio .TheEOPjustificationswerenotadequatelydocumentedbecausethepersonnelinvolvedintheEOPrevisionprocessdidnotproperlyassesstheimportanceofdocumentingthedeviationsfromCEN-152priortoissuingtheEOPs.AtechnicalreviewwasconductedduringtheEOPrevisionprocessandthisinformationwasscheduledforincorporationintostepdocumentationafterthereviewandapprovaloftheEOPs.3~4~5.ThestepdocumentationwasinprogressatthetimeoftheNovember1989inspection.Thisprocessisongoing.Withtheexceptionofrevision1ofEOP-15,futurerevisionsoftheEOPswillhavestepdocumentationcompleteprior,torevisionreviewandapproval.Revision1ofEOP-15incorporateshumanfactorandimplementionclarificationcorrectionsandisscheduledtobeissuedpriortoJanuary15,1990.Thestepdocumentationforthisrevisionwillbepreparedsubsequenttoapproval.ThisapproachwasdiscussedwiththeNRCstaffatameetingheldonDecember22,1989.StepdocumentationforCEN152(Rev.3)EOPrevisionswillbecompletedbyDecember199 IFI50-335389-89-27-02DevelopSt.LuciePSTGforEOPs,paragraph2."TheinspectionteamindicatedtotheLicenseethataPSTGwasrequiredwhichcouldbemaintainedandusedeffectivelyforthedevelopmentandrevisionoftheEOPs.SuchaPSTGisdescribedin.NUREG-0800,StandardReviewPlan,Rev0,inAppendixA,paragraph3.0.ThelicenseecommittedtoconsiderdevelopinganewPSTG(includingasetpointdocument).ThedetaileddescriptionofthisPSTGanditsprojectedcompletiondateistobeaddressedbythelicenseeintheirresponsetothisinspectionreport.ResolutionofthisitemwasidentifiedasIFI50-335,389/89-27-02.~ResenseAsdescribedinFPLletterL-88-462datedOctober20,1988,FPLbelievesthestepdocumentationsheetwithbackupinformationisanacceptablePlantSpecificTechnicalGuideline(PSTG).AsdiscussedinFPL'sresponsetotheNOV50-335/389-89-27-01,thePSTGforCEN152(Rev.3)willbecompletebyDecember,1990.PlantguidelineswillbepreparedwhichwillestablishthecriteriaforchangingtheapplicablestepsoftheEOPsbyDecember1990.Thiswouldallowforeditorialcorrectionswithminimumeffortandrequireengineeringreviewwheresubstantialsafetyconcernsexist.
