Attachment FLORIDA POWER AND LIGHT ST. LUCIE UNITS 1 AND 2 NRC BULLETIN 90-01 LOSS OF FILL-OIL IN TRANSMITTERS MANUFACTURED BY ROSEMOUNT Florida Power and Light provides the following information relative to St. Lucie Units 1 and 2 in response to NRC Bulletin 90-01:

Re rtin Re uirement 1.a

1. Provide, within 120 days after receipt of this bulletin, a response that:

a) Confirms that Items 1, 2, 3, 4, and 5 of Requested Actions for Operating Reactors have been completed.

Florida Power and Light confirms that the following actions have been completed:

AllRosemount transmitters models 1153 Series B, 1153 Series D and 1154 manufactured prior to July 11, 1989 currently utilized in either safety-related systems or systems installed in accordance with 10 CFR 50.62 have been identified. Transmitter identification was performed using the plant instrument index, the total equipment data base and field inspection. No transmitters were identified as being manufactured by Rosemount but supplied by a different vendor.

2. Transmitters from inanufacturing lots having a high failure fraction due to loss of fill-oil have been identified. All such transmitters have been removed from service in the reactor protection and engineered safety features systems on both St. Lucie units.
3. Plant transmitter calibration records have been reviewed. There are no transmitters

which have exhibited symptoms of loss of fill-oil in service in any safety-related systems or systems in service in accordance with 10 CFR 50.62 in either St. Lucie unit at this time.

4. An 'enhanced surveillance program is in place for all Rosemount transmitters identified in Item 1.
5. A basis for continued operation has been formulated in accordance with Bulletin 90-01 guidelines.

Provide, within 120 days after receipt of this bulletin, a response that:

b) Identifies the indicated manufacturer, the model number, the system the transmitter was utilized in; the approximate amount of time at pressure; the corrective actions taken; and the disposition of Rosemount Model 1153 Series B, Model 1153 Series D, and Model 1154 transmitters that are believed to have exhibited symptoms indicative of loss of fill-oilor have been confirmed to have experienced a loss of fill-oil. This should include Model 1153 Series B, Model 1153 Series D and Model 1154 transmitters manufactured after July 11, 1989.

Table One of this Attachment provides the requested information.

c) Identifies the system in which the Model 1153 Series B, 1153 Series D, and Model 1154 transmitters from the manufacturing lots that have been identified by Rosemount as having a high failure fraction due to loss of fill-oil are utilized and provides a schedule for replacement of these transmitters which are in use in the reactor protection or engineered safety features actuation systems.

IH that have been identified by Rosemount as having a high failure fraction currently in service in either St. Lucie Unit 1 or St. Lucie Unit 2.

There are no safety-related transmitters from the manufacturing lots that have been identified by Rosemount as having a high failure fraction currently in service in the reactor protection systems or the engineered safeguards systems in either St. Lucie Unit 1 or St.

Lucie Unit 2; therefore, no schedule for replacement is required.

2. Model 1153 Series B, Model 1153 Series D and Model 1154 transmitters that, subsequent'o providing the response required by Item 1 above, exhibit symptoms of loss of fill-oilor are confirmed to have experienced a loss of fill-oilshould be reviewed for teportability under existing NRC regulations. Ifdetermined not to be reportable, addressees are requested to document and maintain, in accordance with existing plant procedures, information consistent with that requested in Item 1) above for each transmitter identified.

Transmitters which exhibit symptoms of loss of fill-oilor are confirmed to have experienced a loss of fill-oilwillbe reviewed for reportability under existing NRC regulations. Ifdetermined not to be reportable, information such as the model number; the system the transmitter was utilized in; the approximate amount of time at pressure; the corrective actions taken; and the disposition of the transmitter will be documented and maintained.
