Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Safety-Related Motor-Operated Valve Testing and Surveillance Generic Letter 89-10 By letter L-89-467 dated December 28, 1989, Florida Power and Light (FPL) provided its initial response to Generic Letter 89-10, and its acceptance of the recommendations and schedular requirements provided in the Generic Letter (GL).

A commitment was made to provide details of our implementation plans by June 1990.

Prior to the June 13, 1990 issuance of Supplement 1 to GL 89-10, all MOVs subject to the expanded requirements had been identified for both St. Lucie units. This list is currently under review to ensure compliance with the guidance provided in Supplement 1 and will be amended as necessary. Completion of this review is scheduled for December, 1990.

Design basis review of the subject valves and the determination of the switch settings for these valves in accordance with the recommendations made in GL 89-10 are in progress. Completion of these activities is scheduled for December, 1991, pending resolution of related industry research and initiatives currently underway.

FPL intends to begin implementation of GL 89-10 recommendations during the upcoming St. Lucie Unit 2 Fall refueling outage. All other recommendations promulgated in the Generic Letter are currently under review, and programs which implement these recommendations will be in place in accordance with the specified schedular guidance.
