DocketNos.50-335InspectionReport89-02RESPONSETONOTICEOFVIOLATIONVIOLATION10CFR50,AppendixB,CriterionVrequires,inpart,thatactivitiesaffectingqualityshallbeprescribedbydocumentedinstructions,procedures,ordrawings,ofatypeappropriatetothecircumstanceandshallbeaccomplishedinaccordancewiththeseinstructions.Contrarytotheabove,duringtheperiodfromSeptember1986toJanuary23,1989,thelicenseefailedtocalibratethesafety-relatedNeutronFluxChannel26-80AaccordingtoI&CProcedureNo.1-1240065andthepreventativemaintenanceprogram.2~Contrarytotheabove,duringtheperiodfromSeptember1986toFebruary24,1988andfromMay1988toJanuary23,1989,thelicenseefailedtocalibratethesafety-relatedNeutronFluxChannel26-80BaccordingtoIGCProcedureNo.1-1240065andthepreventativemaintenanceprogram.3.Contrarytotheabove,duringtheperiodfromNovember1985toJanuary22,1989,thelicenseedidnothaveaspecificcalibrationprocedurerequiringcalibrationanddidnotlistthefollowingimportanttosafetyHighPressureSafetyInjectionflowloopsFT-3313,FT-3323,FT-3333andFT-3343inthepreventativemaintenancetrackingsystem.Consequently,theseinstrumentationflowloopshavenotbeencalibratedsinceNovember23,1985.RESPONSETOVIOLATION1.FloridaPowerandLight,Company(FPL)concurswiththeviolation.2~ForItem1and2above,theprocedureswereissued;however,theschedulingsystemwasnotupdatedtoincludetherequiredcalibrations.ForItem3,theseinstrumentswereoverlookedduringdevelopmentofnecessaryproceduresforRegulatorpGuide1.97implementation.3.TheinstrumentsidentifiedintheviolationwerecalibratedpriortotheNRCinspectorsdepartingthesite.Inaddition, FPLreviewedRegulatoryGuide1.97instrumentlistsforcompleteness,andverifiedbyindependentreview,thoseinstrumentsrequiringperiodicpreventativemaintenance.FPLisnowevaluatingtheitemsidentifiedtodeterminetheappropriatechecksortests.AdditionalmanagementcontrolswillbeplacedineffecttofurthercoordinateactivitiesandschedulingtechniquesformaintenanceonRegulatoryGuide1.97andenvironmentallyqualifiedequipment.TherequiredmaintenanceandcontrolsdiscussedaboveareexpectedtobecompletebySeptember15,198 vl/e
