Results Of the three areas inspected, no apparent items of noncompliance or devia-tions were identified in two areas; one apparent item of noncompliance was found in one area (Failure to follow procedures - 364/79-04-01).

Preoperational Test Procedure Review Preoperational test procedures were reviewed for conformance with Regulatory Guide 1.68, 1.79, Operational Quality Assurance Manual Chapter 11 section 11.4.1, FSAR sections 6.3, 8.3 and 14.1.3.
No items of noncompliance or deviations were noted during the review of the following procedures:

024-5-002 Diesel Generator 1-2A, IC, 2C to Unit 2 Pre-op, Approved 2-14-79 (1) Two examples of an apparent item of noncompliance were identified by the inspector:
(a) During the testing of a diesel generator breaker for Unit 2a jumper bypass was erroneously installed in the Unit 1 breaker control circuit.
This breaker was out of service at the time of installation; and (b) At the completion of the test a bypass jumper installed by the procedure was not removed as required by the procedure.
(2) The inspector was concerned with the lack of formality withwhich test personnel were briefed prior to commencing the testing.
7.
Plant Tour The inspector toured portions of Unit 2 reactor building, control bays, auxiliary building, and diesel generator building.
No items of noncompliance or deviations were identified.
