RII Rpt. No. 50-364/79-1 I-2 2.

Licensee Action on Previous Inspection Findings (Closed) Infraction 364/78-17-01, Failure to follow procedure for instrument installation. The inspector reviewed the corrective actions taken by the licensee as outlined in his December 18, 1978 letter to RII. The sensing lines are now installed with the required slope as specified.

(Closed) Infraction 364/78-17-02, Improper storage of electrical pene-tration assemblies (EPA).

The inspectors examined several installed EPA's. All were found with the covers properly installed as outlined in the licensee's December 18, 1978 letter to RII.

Unresolved Items No new unresolved items were identified during this inspection.

Independent Inspection The inspector discussed the status of the NSSS components with the on-site supplier representative (Westinghouse). The vendor advised that the steam generators were in wet layup and the water chemistry was being checked at specified intervals to insure proper storage conditions.

These representatives further advised that they are proceeding toward cold hydrostatic testing.

A walk through and around the reactor and auxiliary buildings was conducted.

Equipment protection, storage and housekeeping appeared adequate. No items of noncompliance or deviation were identified.

Construction Activities On December 29, 1978, APC0 informed IE:II that they would commence a reduction in construction forces at the Farley site on January 2, 1979.

During the APC0/IE:II meeting on January 4,1979, APC0 stressed that the reduction in forces was not a termination of construction, but a reduction in certain construction activities.

Approximately 1100 construction personnel will be released. Approximately 450 craf t personnel will be retained to continue work in the following areas:

(1) Unit 1 licensing and refueling activities; (2) Unit 2 preoperational testing of systems released to operations; (3) site maintenance (receiving, inspection, storage, maintenance and housekeeping activities).

APC0 stated that this reduction in forces will not affect the architect-engineer, the nuclear steam system supplier and their associated vendor programs. All major equipment has been received on site. The scheduled fuel loading date of December 15, 1979, nas not changed, but may be in jeopardy.

RII Rpt. No. 50-364/79-1 I-3 The APC0 and DCCA QA/QC program and NRC reporting requirements are to remain in effe-t, in accordance with the presently approved program. The program addresses auditing, surveillance, corrective action, document control, access control, security, material and equipment control, fire protection and personne! qualification.

Project Status The inspector was advised that as of January 4, 1979, Luther Warrick assumed the position of Project Manager for DCCA replacing C. C. Wagoner.

Discussions regarding the overall status of the proj ect were held.

Approximately 50% of the systees have been released to operations for testing.

Design is approximately 86% complete and will continue. The overall status is 75%.

Exit Interview The inspector met with the licensee representatives and others denoted in paragraph 1 to discuss the scope and findings of the inspection in the areas of construction slowdown; corrective actions for infractions; project status; and storage and protection of installed equipment. No items of noncompliance or deviations were identified.
