APPENDIX A NOTICE OF VIOLATION License No. CPPR-86 Alabama Power Company Farley Based on the NRC inspection Martb 19-22, 1979, certain of your activities were apparently not cenducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in corre-spondence to you dated December 31, 1974.

As required by 10 CFR 50 Appendix B, Criterion XI Test Control which says in part "A test program shall be established to assure that all testing required to demonstrate that structures, systems, and components will perform satisfactorily in service is identified and performed in accordance with written test procedures..." These requirements are incorporated in Alabama Power Company Operations Quality Assurance Manual, Chapter 11, paragraph 11.4.1 which says in part "The test program is to be identified, documented, scheduled, and accomplished in accordance with controlled procedures.", and implemented by Alabama Power Company's Joseph M. Farley Nuclear Plant Startup Standard 6, paragraph 5.6.4 which says in part "The Official Test copy of the pro-cedure, including all approved modifications, will be followed in performing the test."

Contrary to the above, during the performance of Test Procedure 024-5-002, Diesel Generator 1-2-A, IC, 2C, to Unit 2 Pre-op, a jumper was installed in a Unit I diesel generator breaker control circuit vice the specified Unit 2 diesel generator breaker control circuit.

At the completion a jumper installed by the procedure was not removed as specified in the procedure.

This is an infraction.
