SllHMARY Inspection on September 11-14, 1979.
Areas Inspected This routine, unannounced inspection involved 27 inspector-hours onsite in the areas of:
Followup on items of noncompliance; Followup on Licensee Actions for IE Bulletins and Circulars; Open Item followup; Followup on Immediate Action Letters.
Results Of the 4 areas inspected, no 'apparent items of noncompliance or deviations are identified.

Licensee Action on Previous Inspection Findings (Closed) Infraction (250/251/79-19-02):
Failure to establish a procedure for fluid transfer between monitor tanks.
The inspector reviewed the licensee's revised operating procedure 5163.1,
"Waste Disposal System-Waste Condensate Tanks, Polishing DM and Monitor Tank Operation".
Instructions for transferring fluid between monitor tanks had been included.
The in-spector had no further questions.
Unresolved Items Unresolved items were not identified during this inspection.
Followup of Iicensee Actions for IE Bulletins and Circulars (Open) Bulletin 79-06A and 79-06A Revision 1:
"Review of Operational Errors and System Misalignments Identified During the Three Mile Island Incident".
The inspector reviewed the applicable documentation of plant procedure changes affected as a result of items 2, 8, and 10 of the subject Bulletin.
This Bulletin will remain open pending the outcome of the Headquarters task groups review and subsequent issuance of the Safety Evaluation Repor (Open) Bulletin 79-06C:
"Nuclear Incident at Three Mile Island-Supplement".
The inspector confirmed licensee implementation of the actions required by Item 1 of the Bulletin.
(Closed) Circular 79-09:
"Occurrences of Split or Punctuied Regulator Diaphragms in Certain Self Contained Breathing Apparatus".
The licensee reviewed the Circular and determined that.his present procedures adequately covered the issue.
Also, the 'licensee stated that checking out the diaphragm would be reemphasized during the verbal portion of the Self-Contained Breathing Apparatus (SCBA) training class.
(Closed) Circular 79-12:
"Potential Diesel Generator Turbo-Charger Problem".
The licensee reviewed the subject circular for app'licability.
Although the circular is not directly applicable to the licensee's facility, a review is being conducted to identify means of improving the lube oil system.
(Closed) Circular 79-13:
"Replacement of Diesel Fire Pump Starting Contactors".
Based on a review the licensee found the Circular not applicable due to the installed fire pumps not being diesel powered.
(Closed) Circular 79-15:
"Bursting of High Pressure Hose and Malfunction of Relief Valve 'O'ing in Certain Self Contained Breathing Apparatus".
Licensee does not have the type apparatus discussed in the Circular.
The information is being retained for potential future use.
(Closed) Circular 79-17:
"Contact Problem in SB-12 Switches on General Electric Metalclad Circuit Breakers".
A review conducted by the licensee disclosed that no items of the vintage discussed in the Circular had been received or installed at the plant.
Followup on Open Items (Closed)
78-28-01:
Revision of Temperature Coefficient'procedure.
The inspector observed that data sheet 3 of O.P.
0204.5,
"Nuclear Design Check Tests during Startup Sequence after Refueling" had been revised to require use of a graph or equation of temperature coefficient versus boron concen-tration for making comparisons between design values and calculated values.

Use of ink instead of pencil for logging data.
The inspector observed that step 8.2.7 of AP 190.14,
"Document Control and GAIA Records" had been revised to require that all entries on records which will become g/A records shall be made in ink or o'ther permanent recording method.

79-13-01:
Calibration of Reactivity Computer for Negative Reactivities.
The inspector reviewed a marked up copy of OP 0204.3,
"Initial Criticality after Refueling" noting that step 8.15 had been revised to require a checkout of the reactivity computer for a positive and negative perio.
Followup on Immediate Action Letters a.
"Confirmation of Action" letter dated August 30, 1979.
The inspector reviewed the documentation and adequacy of licensee action associated with item 1 of the subject letter:
This item, requiring 'reinstruction of plant personnel by August 31, 1979, of the need for strict compliance with procedures and of their responsibilities for identification of procedural weaknesses to appropriate supervision was carried out via a letter dated August 31, 1979, from the Plant Manager to the Nuclear Plant Superintendent, Department Heads and Supervisors.
The inspector reviewed the records of the reinstruction effort which contained listings of the names and dates plant personnel were briefed by their respective Department Head or Superintendent.
The inspector was informed by the Plant Manager that on September 6,
1979, the Corporate Manager of Power Resources Nuclear had visited the plant and conducted two presentations on the issue of procedural adherence to 'two separate groups of plant personnel encompassing a
total of 41 people.
The inspector had no further questions

and ascertained that licensee action on the remaining three items of the subject letter had been initiated and was underway at the time of the inspection.

The inspector reviewed the licensee's actions in response to the subject letter and noted the following:

The storm drain systems had been sampled; the results were being evaluated; plans for a program for -a monthly sampling of the storm drain systems was being outlined with an October 5, 1979, implemen-tation date.

The present monthly sampling program for the sanitary sewer system would be amplified to include a monthly sampling of the potable water supply 4.
The investigation required by item 3 of the subject letter was underway.
The inspector had no further questions.
