D te Signed Inspection on May 23-25, 1979 Areas Inspected This special, unannounced inspection involved twenty eight inspector hours onsite by two NRC inspectors, of the concrete expansion anchor testing and repair program.
Results No apparent items of noncompliance or deviations were identified.

Bechtel Procedure No. 5177-098-P-1 R2, "Repair Procedure for Concrete Expansion Anchors and Base Plates for Safety Related Pipe Supports".
The following hangers in Unit 4 were inspected and the repair work in progress was observed:

DR-137-034 NCR"137"004 NCR-137-013 NCR-137-015 The licensee stated that during the testing and inspection of these anchors in Unit 4 the failures were categorized as functional failures or nonfunc-tional failures, where the functional failure would have resulted in the loss of function of that anchor.
The licensee stated that all functional failures identified would be repaired prior to start"up and that those identified as nonfunctional failureswould be repaired in the future.

Concrete Expansions Anchors - Units 3 & 4 In response to IE Bulletin No. 79-02 Florida Power and Light Company (FPL)
initiated a test program to identify and correct deficiencies of the safety-related anchor bolt installations.
The test program covered all anchor bolts used in all the systems that the licensee identified as necessary for cold shutdown of the plant during a Safe Shutdown Earthquake (SSE).
The following procedura for Units 3 S 4 used by the licensee for this work were reviewed:
