ANNUAL ASSESSMENT LETTER - TURKEY POINT NUCLEAR PLANT (NRC INSPECTION REPORT 05000250, 251/2007001)
Dear Mr. Stall:
On February 7, 2007, the NRC technical staff completed its performance review of the Turkey Point Nuclear Plant for the period from January 1 through December 31, 2006. Our technical staff reviewed performance indicators (PIs) for the most recent quarter and inspection results over the previous twelve months. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility.
This performance review and the enclosed inspection plan do not include physical protection information. A separate letter designated and marked as Exempt from Public Disclosure in Accordance with 10 CFR 2.390 will include the physical protection review and a resultant inspection plan.
Overall, Turkey Point operated in a manner that preserved public health and safety and fully met all cornerstone objectives. Plant performance for Turkey Point Unit 3 for the third and fourth quarters was in the Regulatory Response Column of the NRCs Action Matrix due to a White finding associated with a loss of all decay heat removal during a period of reduced reactor coolant inventory. This White inspection finding, involving the Initiating Events cornerstone, reflected performance at a level requiring increased regulatory response.
Therefore in addition to the reactor oversight process baseline inspection program, a Supplemental Inspection using Inspection Procedure (IP) 95001, Inspection for One or Two White Inputs In a Strategic Performance Area, has been scheduled for the week of March 19, 2007. Plant performance for Turkey Point Unit 4 for the most recent quarter was in the Licensee Response Column of the NRCs Action Matrix, therefore the reactor oversight process baseline inspection program is planned. We also plan on conducting the non-ROP inspection of the containment emergency recirculation sump blockage.
Plant performance for both units for the first three quarters of the assessment period was within the Regulatory Response column of the NRCs Action Matrix due to a White finding associated with extended inoperability of the B Auxiliary Feedwater Pump due to an incorrectly installed bearing. This White inspection finding, involving the mitigating systems cornerstone, reflected performance at a level requiring increased regulatory response. A Supplemental Inspection using Inspection Procedure (IP) 95001, Inspection for One or Two White Inputs In a Strategic
FPL 2 Performance Area, was conducted the week of May 15, 2006 and no findings of significance were identified.
Additionally, both units crossed the threshold from Green to White for the PI Heat Removal System (AFW) Unavailability in the fourth quarter 2005. However with implementation of the Mitigating Systems Performance Index in the second quarter 2006, the PIs for both units were Green.
In our mid-cycle assessment letter dated August 31, 2006, we advised you of substantive cross-cutting issue in the cross-cutting area of problem identification and resolution. We conducted an assessment of the effectiveness of your actions as a PI&R follow-up inspection in the Fall of 2006 and scheduled an additional PI&R team inspection for May 2007. The NRC is aware of the corrective actions you have initiated to address the individual cross-cutting aspects. However, because some of the corrective actions have only recently been implemented, it is too early to assess their effectiveness. It is anticipated that by the next mid-cycle assessment, sufficient data will have been collected to perform a more effective assessment. Therefore, this issue remains open.
The enclosed inspection plan details the inspections, less those related to physical protection, scheduled through September 30, 2008. In addition, we plan to conduct a non-ROP inspection involving containment sump blockage. The inspection plan is provided to minimize the resource impact on your staff and to allow for the resolution of any scheduling conflicts and personnel availability issues well in advance of inspector arrival onsite. Routine resident inspections are not listed due to their ongoing and continuous nature. The inspections in the last twelve months of the inspection plan are tentative and may be revised at the mid-cycle review meeting.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
