Dear Mr. Ness:

This is in response to your letter dated June 27, 1986, in which you requested, pursuant to the Freedom of Information Act'(F0IA), records related to drug testing and/or screening at the South Texas nuclear power plant.

This confirms the information relayed during your telephone conversation with Mr. Frank W. Karas of my staff on August 20, 1986. The NRC does not have any requirements in its regulations for licensees to report to the NRC on their drug testing and/or drug screening activities. There may be some mention of these subjects in inspection reports or other documents concerning the South Texas plant that are on file at the NRC's Local Public Document Rooms (LPDR) located in Austin, San Antonio, and Wharton, Texas. At your request, Mr. Karas gave you the address of the LPDR at Wharton, Texas, as noted below:
