This letter is to acknowledge receipt of a P,etition dated January 26, 1988, filed by the Government Accountability Project (GAP) requesting that the Commissiondelayvotingonafull-poweroper(tinglicensefortheSouthTexas Project (STP), Unit I until there has been a complete investigation of all allegations regarding the STP and public relehse of a report disposing of each allegation. GAP asserts as bases for thf request that: (1) the results of the NRC's limited investigation into allega ions were predetermined, in that the NRC inspection team had prepared a dr ft of its findings before leaving the site after its site inspection; (2)\in an on-site inspection with oneoftheallegers,theallegerwasnotpermitjedtoshowtheNRCteamanyof his allegations relating to Unit 1; (3) the NRC review was subjected to over-whelming scheduling pressures, resulting in dispbsition of most of the allega-tions without interviewing the allegers and in a\ failure to thoroughly address the 60 selected 611egations that were the focus o none of the allegations of wrongdoing have been i,f the by nvestigated team's review; and (a) the NRC.

GAP's Petition has been referred to the staff for action pursuant to 10 CFR 2.206 of the Commission's regulations. As provided by 10 CFR 2.206, action will be taken on your request within a reasonable time.
