Potentially Defective Pieces AECM-84/0357 On June 1,1984, Mississippi Power & Light Company notified Mr. R. Carroll, of your of fice, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) Unit 2 construction site. The deficiency concerns potentially defective pieces of steel received for use from DuBose Steel, Inc.

Investigation is continuing into the reportability of this item under 10CFR50.55( e) for Unit 2. We have determined that this deficiency is not reportable under the requirements of 10CFR Part 21 for Unit I since the use of this steel on Unit I did not constitute a substantial safety hazard. We expect to make a final determination and to submit a Final Report for Unit 2 by October 31, 1984. This report was originally due oc June 29, 1984, but a one week extension was granted on that day by Mr. Kerry Landis.

1. Description of Deficiency DuBose Steel, Inc., notified our Architect / Engineer by letter dated May 16, 1984, that six (6) pieces of W6x20x20' steel beams, heat number 77052, supplied to GGNS were potentially defective. The exact nature of the potential defects is currently under investigation by DuBose Steel, Inc. and their subsupplier, Northwestern Steel & Wire Co. DuBose Steel, Inc. has shipped samples from heat number 77052 to Northwestern Steel & Wire Co. for testing, j This deficiency affects the Residual Heat Removal System (E12), the Reactor Water cleanup System (G33), the Low Pressure Core Spray (E21), the High Pressure Core Spray (E22), the Reactor Core Isolation Cooling System (E51),

and the Nuclear Boilei System (B21) .

This interim report pertains only to Unit 2. The deficiency is.not report-( able under 10CFR Part 21 for Unit 1 because the use of the steel on Unit 1, 3'6" in support Q1G33G002C03, did not constitute a substantial safety hazard. Calculations have been performed for this support and it has been determined that the steel as used would not affect the integrity of the support.

The deficiency is not reportable under 10CFR21 for Unit 2 since the systems have not been accepted by MP&L.

Safety implications and reportability for Unit 2 are unknown at this time.

Approximately 100 linear ieet of the W6x20's have beea fabricated and installed as pipe supporte for the af fected systems.

The deficiency is not applicable to the NSSS vendor.

II. Approach to Resolution of the Problem The exact nature and cause of the deficiency is currently under investigation by DuBose Steel, Inc. and Northwestern Steel & Wire Company.

The potentially defective steel is presently known to exist in three heats:

80551, 89728 and 77052. Only steel from heat number 77052 was supplied to GGNS.

Northwestern Steel & Wire Co. is performing investigative actions and testing to determine the nature and cause of the defects in order to determine what actions need to be taken to prevent recurrence of the problem.

No remedial actions have been taken to date by the steel suppliers to correct the potential deficiencies. Our Architect / Engineer has initiated Nonconformance Report (NCR) 6786 to track the use of the potentially defective material at GGNS.

IV. Reason Why Final Report is Delayed A final report for Unit 2 will be delayed so that all necessary testing can be performed to determine the exact nature of the deficiency and to allow

engineering disposition of the steel usage. ,

V. Date when Final Report will be Submitted We expect to submit a final report by October 31, 1984.
