No. 14 Containment Fan Coil Unit - Inoperable.

This report was initiated by Incident Report 82-072.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 3 - Rx Power 0% - Unit Load 0 MWe.

DESCRIPTION OF OCCURRENCE:

On April 5, 1982, during monthly surveillance, the Control Room Operator observed that the service water flow to No. 14 Contain-ment Fan Coil Unit (CFCU) was less than the 700 GPM required.

No. 14 CFCU was declared inoperable at 1231 hours0.0142 days <br />0.342 hours <br />0.00204 weeks <br />4.683955e-4 months <br />, and Action Statement 3.6.2.3.a was entered.

This occurrence constituted operation in a degraded mode in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The reduced service water flow to No. 14 CFCU resulted from a decrease in the output of Flow Control Valve 14SW57 high speed air supply regulator.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.6.2.3.a requires:

With one group of Containment Cooling Fans inoperable and both Containment Spray Systems operable, restore the in-operable group of cooling fans to operable status within 7 days, or be in at least hot standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.

CORRECTIVE ACTION

The high speed regulator was blown down, the setpoint was re-adjusted, and No. 14 CFCU was satisfactorily tested.

The unit was declared operable at 1722 hours0.0199 days <br />0.478 hours <br />0.00285 weeks <br />6.55221e-4 months <br />, April 5, 1982, and Action Statement 3.6.2.3.a was terminated.
