DOCKETS 50-266 & 50-301 LICENSEE EVENT REPORT 98-008-00 EMERGENCY DIESEL GENERATOR AIR START MOTOR SOLENOID VALVES FOUND WITH SPRINGS NOT IN ACCORDANCE WITH DESIGN POINT BEACH NUCLEAR PLANT. UNIT 1 AND UNIT 2 Enclosed is Licensee Event Report 98-008-00 for Point Beach Nuclear Plant, Units 1 and 2. This i report is provided in accordance with 10 CFR 50.73(a)(2)(ii)(B),"Any event or condition that resulte:1 in the condition of the nuclear power plant being ...in a condition that was outside the design basis of the plant." This report describes the discovery on February 3,1998 that the solenoid valves installed in the emergency diesel generator air start systems had springs which could require higher air pressure for operation than assumed in the installation documentation.

This was due to a manufacturing deficiency that was previously reported to the Commission via a 10 CFR 21 notification submitted by the vendor, Engine Systems, Inc. on January 22,1998, and received by Wisconsin Elect:ic on January 26,' 1998.
