This report is provided in accordance with 10 CFR 50.73(a)(2)(i)(II), "Any operation or condition prohibited by the plant's Technical Specifications" and 50.73(a)(2)(iv), "Any event or condition that resulted in a manual or automatic actuation of any engineered safety feature."

This report describes an event in which the high voltage station auxiliary transformer failed due to a ground in the low volta 8e side bus duct. This failure caused engineered safety features, in particular standby emergency power, to actuate. This failure also placed Unit 1 in a condition prohibied by the Technical Specifications.
