Enclosed is Licensee Event Report (LER) 1999-001-01 for the Point Beach Nuclear Plant, Unit 1. This report is a supplement to LER 1999-001-00 which was submitted to the NRC on February 4,1999. This event report is provided in accordance with 10 CFR 50.73(a)(2)(ii)(B), /

as, "Any event or condition that resulted in the nuclear plant being in a condition that was outside /

f the design basis of the plant." This report describes the discovery that the common minimum recirculation flow line return to the refueling water storage tank (RWST) for the safety injection -

and containment spray pumps was partially frozen and would not pass flow as a result of a failure of the freeze protection heat tracing for this piping.

p 77 This supplement provides a list of additional corrective actions which were identified during a comp :hensive root cause evaluation which was completed subsequent to the date of the original LER. This supplement also includes a more thorough assessment of the safety significance of the event. Changes and additions in this supplement have been identified with margin bars.
