l The referenced letter provided LaSalle Station's response to NRC Generic l Letter 94-02 concerning BWR stability. The purpose of this letter is to revise l the LaSalle response to requested action #2 of the Generic Letter.

l In Attachment C of the above Reference,in response to requested action #2 of NRC Generic Letter 94-02, Comed provided the LaSalle County Station l l plans for implementing a long-term solution to the reactor coupled l j neutronic/ thermal-hydraulic stability issue. The response stated that the Long-Term Solution Stability System (LTSSS) would be installed at LaSa'lle County Station Unit 2 during the L2R07 refuel outage (presently scheduled l

Due to the delay in completion of the Generic System Design and Development (Phase 1) by nearly 6 months, vendor design inputs have been I

delayed that are required to support development of the design change package, modification test procedures, functional test and calibration procedures, maintenance procedures, and installation package i development. Also, a Technical Specification amendment is required as part 1

. of imolementing the LTSSS, which has not been generated, due to the lack l of specific information on the LTSSS.

4 Additionally, LaSalle County Station has placed a high priority on a series of materiel condition upgrades to improve plant availability. Many of these materiel condition upgrades are part of the workscope of L2R07 refuel outage. With the significant number of materiel condition upgrades included in this outage, it will be difficult for the LaSalle to support this design change, given late vendor information.

Therefore, Comed is delaying final INSTALLATION of the LTSSS for r LaSalle Unit 2 until the next refuel outage, L2R08 (presently scheduled 4Q/98). The station is presently operating with Interim Corrective Actions (ICAs) govemed by procedure LOA-RR-09, Core Instability Protection. The '

current ICAs will remain applicable until the LTSSS is declared operational.

The LTSSS modification will be partially installed during L2R07, but the ,

installation will not be able to be completed and put in service for monitoring +

purposes due to the reasons provided above. However, this work, in conjunction with experience at other plants and the time window available in shorter outages, will be used to evaluate whether or not the Unit 1 LTSSS modification can be installed prior to startup from L1R08. The completion of the installation of the LTSSS for LaSalle Unit 1 is being changed to the L1R09 refuel outage (presently scheduled 40/99) to plan for any potential schedule uncertainties.
