SPECIAL REPORT PER TECHNICAL SPECIFICATION 3.7.8 AND ,

PURSUANT TO TECHNICAL SPECIFICATION 6.9.2 (SR 1-93-013) 1 1

i Gentlemen:

I Unit'1 is . in a Refueling outage. The following summarizes - fire protection .

Limiting Condition for Operation (LCO) Al-93-F0859. .'

On November 17, 1993, fire protection LCO A1J93-F0859 was initiated on. fire seal'= 1 R1-2-077 The seal.is located on the south wall.of the mini' steam pipe tunnel 'I l

in the Unit 1 Reactor Building 20' elevation. The' fire seal was. inoperable to' facilitate the overspeed trip testing of the High ' Pressure - Coolant Injection l (HPCI) and Reactor Core Isolation Cooling (RCIC) systems. The testing required temporary piping to be run through _ the fire seal- to connect the auxiliary steam :

piping with the HPCI and RCIC systems. L Unexpected maintenance activities with the HPCI and.RCIC systems'and-the fire ,

seal caused the testing to exceed the 7 day time window. Applicable fire-detectors were verified operable and an hourly fire watch was. established for the area. The testing was completed and the fire seal'was restored on December 4,.

1993. Compensatory measures . remained in effect until the fire seals were declared operable. This report is ' required due ' to the fire ' seals being inoperable longer than the 7 days allowed by Technical Specifications.
