C. 20555 Perry Nuclear Power P'est Docket No. 50-440 Modification of Generic Letter 89-08 Pipe Erosion / Corrosion Program Commitment Centlement The Cleveland Electric 111esinating Company (CEI) on July 20, 1989 submitted to the NRC via letter PY-CEI/NRR-1034L a response to Generic Letter 89-08,

" Pipe Erosion / Corrosion," wherein CEI presented three methods ly which the subject Piping Erosion / Corrosion Monitoring Program would be documented in order to ensure continued long-term implementation at the Perry Nuclear Power Plant (PNPP). Method (3) of PY-CEI/NRR-1034L reads as follows:

(3) Detailed ISI's and repetitive tesi sheets, to continue examinations at locations susceptible to two phase erosion / corrosion, are

" scheduled to be completed by September of 1990, based on the EPRI CHECMATE program for inspection locations and PY-CEI/NRR-0708L criteria. Two phase baseline data was collected in 1985.

CEI hereby modifies this statement to read as follows:

(3) Detailed ISI's and repetitive task sheets, to continue exeminations at locations susceptible to two phase erosion / corrosion, are scheduled to be cospleted by September of 1990. Examination locations comply with the criteria discussed in PY-CEI/NP.R-070BL.

Two phase baseline data was collected in September of 1985.

I Basis for Modification It was the original intent of CEI to perform a documented re-analysis of those e two phase systees identified within CEI's response to NRC Bulletin 87-01 (PY-CEI/NRR-0708L) by utilizing EPRI's newly released CHECMATE computer program prior to September ;990. CHECMATE, which can be used to predict which piping components may be most susceptible to two phase erosion-corrosion, is presently being used by some utilities to identity locations that need to be monitored by their two phase erosion-corrosion programs.

I Upon further evaluation, CEI does not consider it.necessary to' perform the re-analysis using the CHECKATE program by the September 1990 date stated L within PY-CE1/NRR-1034L. We feel that this position is justified because a

large sampling of piping components is presently monitored by the Two Phase

! Erosion-Corrosion Program. CEI sees merit in conducting the CHECMATE re-analysis. However, plant operating experience and erosion rates of those componente presently monitored by the Two Phase Erosion-Corrosion Program will be used to dictate when this will be undertaken.
