Re: Turkey Point Units 3 and 4 Docket No. 50-250 and 50-251 NRC Generic Letter 89-04 "Guidance On Develo in Acce table Inservice Testin Pro rams By letter L-89-358 dated October 3, 1989, Florida Power and Light Company (FPL) provided a revised Inservice Test (IST) Program in response to Generic Letter 89-04. In this letter, FPL provided a description of proposed actions that would be taken to comply with the provisions of the Generic Letter and additional requests for relief from specific Code requirements.

Our evaluation of GL 89-04 determined that most of the existing IST surveillance test procedures would require revision and that new procedures would require development. Based upon the scope of work outlined in letter L-89-358, an implementation date of July 1, 1990 was considered appropriate. This assumed NRC review and approval of the revised IST Program several months in advance of July 1990 which allowed for a gradual phase-in period of the Program. The NRC has not yet completed its review of the revised Program.

Test procedures reflecting the revised IST Program have been developed and are under management review. However, in the absence of NRC approval of the revised Program, final management approval and implementation of the procedures cannot be completed by July 1, 1990.

As discussed with your staff, the revised Program will be implemented within four months of NRC approval of the Program.

This will allow for the phase-in period noted above.
