1. PURPOSE DO D[[]]]]]] R rn [ ornoornoc The purpose of this Technical Support Document (TSO) is s ummarize the evaluations performed to address the Nuclear Regulatory Commission's (NRC) Request for Additional Information (RAI) on how a surveyor will determine ifthe geometry of remaining residual radioactivity is s ignificantl y different from that which was assumed in TSO 14-022. A review of the recommendation s in TS D 14-022 shows that only four areas have the geometry template for final surveys established.

The geometry definitions , as provided in Table I, use variables contained in the ISOCS Geometry Composer defined as: ECP Model: Ex ponential Circular Plane geometry, where DRL is the relaxation length for the exponential distribution

Evaluations of the effec ts of remediation to the Auxiliary Building basement concrete depth profile in the Expo nential Circular Plan e (ECP) model and the of non-uniform surfaces are presented below. 2. DISCUSSION The NRC provided the following RAI to Zion: The previous HP RAJ 6 comments (as provided to the licensee in May 2016) note that there is an apparent discrepancy between recommendations from the licensee's TSD-14-022 (Revision

0) document and the LTP with regard to additional core sampling to validate the limited core data currently available or to provide new data in areas that are OD D ITIIIIIJ R ITJ [ DITJD D ITJD[ considered to have a unique operational history or contamination profile. The licensee's response, as provided in July 2016, indicates that such core samples may not be taken and that the necessity to validate the geometry for ISOCs efficiency calibration is addressed as Step 4.2.7 of ZS-LT-300-001-001 (Revision 2), "FRS Package Development." This procedure simply directs the surveyor to "review post remediation conditions and surveys to determine if the geometry ofremaining residual radioactivity has significantly changed from that assumed in TSD 14-022," and that "if the geometry appears to be significantly different from that which was assumed in TSD 14-022, then inform the C/LT Manager." There appears to be no definition or procedure to direct the surveyor in making this assessment or a description of what constitutes a significant change from assumptions.

As such, the proposed approach does not provide an adequate justification as to why the core samples recommended by TSD 14-022 may not be necessary.

Details on the methods and procedures the STS surveyor will follow to assess differences in geometry should be provided.

It is additionally important that the NRC understand the usage of core samples on a per survey unit basis , and details on the !SOCS geometry utilized within a survey unit should be presented in any Final Status Survey Report (FSSR) provided to the NRC. Zion provided the following response:

There are two aspects of the concrete geometry that will be reviewed during FSS design to determine if there are significant differences from the Exponential Circular Plane (ECP) geometry selected in TSO 14-022 to perform the efficiency calibration for general areas. As listed in TSO 14-014 , section 7 , there are four areas that required further characterization to confirm that the ECP applies or, if a different geometry should be used for the efficiency calibration.

There are two geometry considerations; I) the uniformity, or smoothness of the surface, and 2) the distribution of contamination with depth. The ECP efficiency calibration assumes a smooth surface. This assumption will be used if remediation does not result causing significant non-uniformities in the concrete surface, such as trenches, deep gouges, etc. that would produce a " wall edge", which causes significant photon shielding between the source at the bottom of the trench or gouge and the ISOCS detector.

An assessment will be performed using the !SOCS geometr y composer to determine a set of measurable parameters for the engineer to apply in the field to asse s s ifthe surface geometry i s significantly different from the ECP assumption of smooth surface. The parameters will be added to the Procedure ZS-LT-300-001-00 I (Revision 2), "FRS Package Development".

A standard acceptance criteria for instrument variability applied to source checks is+/-20%. A lower value of I 0% will be applied in setting the parameters for designating a remediated area as non-uniform.

The I 0% criterion will apply to the difference between the efficiency values for the uniform geometry and the efficiency values for the ECP geometry.

If the efficiency value for the non-uniform geometry is more than I 0% lower than the ECP geometry, then an area-specific efficiency calibration geometry will be applied to the affected area. A description of the condition of the surfaces measured by !SOCS during FSS, and the geometry applied for the efficiency calibration in the affected area will be described in DO D ITilIJOO R OD [ 00000000[

the FSS Final Report. The second geometry consideration is the distribution of contamination with depth. During survey qesign , the cores collected from the areas recommended in TSO 14-022 will be reviewed. The actual mea s ured values in the new cores, the 0.5 inch core s lices , will be used in the ISOCS geometry composer directl y to determine the actual efficiency based on the core data. The difference s between actual efficiency and the ECP efficiency will be evaluated.

As for the assessment of surface uniformity, if the efficiency based on core data is more than I 0% lower than the ECP efficiency, the core data will be used as the basis for the efficiency calibration in the affected area. A de sc ription of the core assessment and the geometry applied for the efficiency calibration in the affected area will be de sc ribed in the FSS Final Report. Procedure ZS-L T-300-001-00 I will be updated to include the parameters for evaluating uniformit y and the contamination depth profile after the parameters for determining when a surface is " non-uniform" have been selected. The assessment performed to select the parameters will be documented in a TSO along with the process for evaluating the depth profil e efficiency u sing new cores. The TSO and revised procedure will be provided to NRC when completed.

3. EFFICIENCY EVALUATIONS 3.1. Exponential Circular Plane Model The first ste p in the eva luation was to use the depth and activity data from Table 2 in TSO 14-022 and re-produce the analysis.

Figure I presents the graphical analysis of the* Table 2 data. The red curve is a plot of the All Core Sample Average Source Term data in (Ci) vs sa mple depth. Eac h core was sliced into 0.5 inch thick puck s. The average source term value was assigned to the depth of half the puck thickness.

N N N N This graph is in agreement with the graph presented in TSO 14-022 and shows that the 2.75cm Depth of the Relaxation Length (DRL) curve is a much better fit to the data than the exponential curve calculated by Excel. The next steps were to remove the data from the top two layers (I inch) and the top 4 layers (2 inches) to represent the results from remediation.

These evaluations were performed to determine if any limited remediation would change the geometry and efficiencies of the ECP model. After removing the activity data , the depths were re-set represent the top layers. Figures 2 and 3 present the graphical analysis of the effects of removal of the top inch and top 2 inches, respectively.

Expon. (Samples w/o top 2" Average Source Term (Ci)) 30 Both Figures 2 and 3 have the same 2.75cm DRL curve as s hown on Figure 1 and the Excel exponential fitted curve of the data. Review of Figures 2 and 3 s hows that the 2.75cm DRL curve is not the best fit of the data. The Excel exponential curve is the better fit of the data. The original analysis of a ll the data chose the source depth to be equal to approximately 90% of the cumulative ac tivity. This depth is 5.8cm and based upon the 2.75cm DRL curve. Usi n g the same criteria on the exponential curves in Figures 2 and 3 result s in a source depth of 9.5cm with the top 1 inch removed and 12.1 cm with the top 2 inches removed. The DRL depth is equal to the depth when the maximum activity has been reduced by a factor of 1 /e, equal to 0.368. The DRL va lu e for a ll the data is 2. 75cm. The calculated DRL value, based upon the exponent i a l curves, is 4.1 Ocm for data with the top inch removed and 5.43cm for the data with the top 2 inches removed. 35 Table 2 presents a summary of the ECP model evaluations.

This increase is a factor of 1.6 from the remediated thickness.

Removal of the top inch of concrete increases the DRL from 2.75cm to 4.1 Ocm. This increase is a factor of 1.5 from the un-remediated length. These evaluations show that any remediation of the Aux Bldg basement floor will result in a change to the ECP model presented in TSD 14-022. The post-remediation conditions need to be evaluated and a revised ECP model created. There is sufficient characterization data, so additional cores are not needed. All data used in these evaluations is presented in Attachment I. 3.2. Non-uniform Surfaces Prior to performing the Final Status Survey of a concrete basement floor, remediation may need to be performed.

This remediation could include hot spot removal or reduction, removal of a drain line or removal of a surface layer. These remediations may create a non-uniform surface. This evaluation assumes that hot spot remediation and drain pipe removal will result in a gouge or hole or trench of up to I foot in depth. The area of these remediations will also be assumed to be small when compared to the 28.3 m 2 Field of View (FOY) for each measurement; however, that is not a condition for the evaluations.

The purpose of these evaluations is to examine the effect of placing the detector at a distance of 3 meters minus I foot (2.6952 meters) from the average level of the surface to compensate for the non-uniformity , hole or trench but using the 3-meter distance efficiencies to analyze the spectrums.

In this geometry, most of the surface being measured will be closer to the detector than the hole or trench. The parameters from Zion !SOCS detector SIN 5456 was used to perform the evaluations.

Two geometries were created for each evaluation; a detector to surface distance of3 meters and a distance of 3 meters minus I foot. These geometries were created for a 2.54cm contamination layer and I .27cm contamination layer with a CP geometry and for the three ECP geometries described in Section 3.1. The efficiencies for the Cs-137 and Co-60 gamma energies were recorded for both distances in each geometry and compared.

The Geometry Composer reports for the CP geometries and gamma efficiencies are presented in Attachment

CONCLUSIONS I. Any remediation of a concrete s ur face after ana l ys i s of the co ncr ete core dat a h as b een completed wi ll require re-evaluation of the I SOCS geometry model and data a nd/or collection of a dditi ona l core d ata. 2. For non-uniform surfaces with gouges, pits or trenches up to I foot in depth can b e conservatively evaluated b y pl aci n g th e d etecto r a t a di sta n ce of 3 m eters minu s I foot (2.7 meters) and u sing th e 3 met er e ffici e n cies.
