Gerry,

To follow up on our phone conversation this afternoon, here is the background and schedule adjustments for Zion Nuclear Power Station (ZNPS) and La Crosse Boiling Water Reactor (LACBWR).

By letters dated August 18,2020and August 19, 2020(ML20231A438 and ML20195A272),

the NRC informed you that staff resources thathad been directedtothe LACBWR Final Status Survey Report (FSSR) review would be shifted to support the ZNPS FSSR review, in accordance withEnergySolutions' stated schedule priorities and request to suspend the review of the LACBWR FSSR in favor of completing NRC's work on the ZNPSFSSR reviews.

Based on themost recentZNPSschedule provided byEnergySolutions, all site work and survey results will not be completed until the end of April 2022. As such, the NRC staff intends toplace the review of ZNPS FSSR on holduntil May 2022andreinitiate its review of the LACBWR FSSR.During this time, the staffwillprioritizethe completion of thereview of the acceptability ofLACBWR Class 2 and 3 survey unitsfor release, as requested in your letter dated December 14, 2021 (ML21350A014). The staffwillalsolook at issues to progress the review of remaining areas of the LACBWR site as resources allow.

At this time, the following items are required fromEnergySolutionsfor the staff to complete its reviewof the ZNPS FSSR:

  • all survey resultreportsfrom areas re-surveyed since April 2021and confirmation that all site work is complete, and
  • adequate responses to all 11 RAIs that were issued as a follow up to the April 2021 inspection activities (ML21231A187andML21238A067).

Please note that all survey results are needed forthestaff to risk-inform its review of the RAI responses; therefore,areviewof these responseswill not be conducted until all items are received.

Limited work conducted by the staff during this interim period through May 2022 will include the coordination and development of the ORISE survey plan for discrete radioactive particles, as resources allow.Theconfirmatory survey by ORISE will be required to provide independent verification of ZNPS radiological site conditions.The staff will also continue itssupport to Region III oversight functionsthroughout this period.
