[External_Sender] RE: Minority and Low Income Communities Date: Tuesday, January 12, 2016 10:57:17 AM Mr. Bjornsen, In the last e-mail I sent you I included a short statement about each of the legs of the route you listed below. If that isnt sufficient please be more specific in your request.
The City of Zion is majority minority with significant African-American (31% of total population in 2010) and Latino (28% of total population in 2010) populations. It is also has significant pockets of poverty with 17% of the population below poverty including 37% of female headed households, 14% of all families and 25% of children under 18. At some point, all legs of the route you describe pass through Zions low income and minority communities.

RE: Minority and Low Income Communities I appreciate you sending me the links, but the maps are too small to read. Is there someone in your Department that can tell me if there are such communities (low income and/or minority) along the route indicated below?
Thank you, Alan From: Bjornsen, Alan Sent: Monday, January 11, 2016 7:55 AM To: 'Chefalo, Thomas J.'

RE: Minority and Low Income Communities Mr. Chefalo, Thank you for getting back to me. I am particularly looking at the route from the Zion Nuclear Power Station that includes:
- Shiloh Road to Sheridan Road (IL 137)
- Sheridan Road (IL 137) north to 21st Street (IL 173) st
- 21 Street (IL 173) west to I-94 Thank you, Alan B. Bjornsen Project Manager NMSS/FCSE/ERB U.S. Nuclear Regulatory Commission 11545 Rockville Pike M.S. T-4B16 Rockville, MD 20852 (301) 415-6925 alan.bjornsen@nrc.gov From: Chefalo, Thomas J. [2]

[External_Sender] Minority and Low Income Communities I was referred to this office by the County Clerk, Karen Bush. I am working on an environmental assessment for the license termination plan for the Zion Nuclear Power Station. Included, is an assessment of whether any low income or minority areas in Lake County may be affected as a result of the plan. If there are any such areas in Lake County that exist on major transportation corridors (e.g., Shiloh Boulevard, IL 137, etc.) I would appreciate knowing.
Mr. Bjornsen, In reference to the question above, concentrations of low income and minority populations live adjacent to major transportation corridors in Lake County including Sheridan Rd. (IL Rt. 137). There are also low income and minority populations living along Shiloh Blvd. If you need additional information you will need to reframe your question.
