RE: License Amendment and Exemption for Zion Nuclear Power Station IEMA has reviewed the Zion license amendment request and we do not have any questions or concerns. However, during the review we noticed that several sections of the emergency plan (5.2, 6.3.4, and 8.5) reference notification to the State using the Nuclear Accident Reporting System (NARS). Recent discussions with Zion Solutions indicate that they are planning on removing the NARS line when the control room is abandoned. Instead of moving the NARS line to the ISFSI control room, Zion Solutions have indicated that they would like to notify IEMA using commercial communications within 30minutes. Although IEMA does not object to this future plan, we have communicated to them that their recent amendment request still contains specific reference to NARS.

License Amendment and Exemption for Zion Nuclear Power Station Ms. Foster, The NRC is considering issuance of an amendment and associated exemptions to the Zion license based on the completion of the transfer of the spent fuel from the spent fuel pool to the Independent Spent Fuel Storage Installation. The changes revise the emergency plan, in part deleting certain emergency planning requirements that are no longer needed once the fuel is no longer in the pool. Attached are copies of the licensee's request, their response to questions we had, and a draft copy of our safety evaluation. Please take a look at the attached and let me know if you have any questions or comments.
