Enclosed is a copy of the final report for the April 3, 1990, remedial specific to the WNP-2 Nuclear Power Plant.Benton and Fran)Gin Counties participated in the drill.Lhe drill report was prepared by the Region X staff of the Federal Emergency Management Agency (FEMA).%he remedial drill was conducted in order for Benton and Franklin Counties to demonstrate the capability to alert and notify the recreational population of the Horn Rapids Off-Road Vehicle (ORV)Park and the surrounding ORV triangle in Richland, WA, within 45 minutes of an emergency at the WNP-2 site.%his capability was found to be deficient in the September 18, 1986 exercise and again during a remedial drill held on August 12, 1987.In the April 3, 1990, remedial drill, Benton and FranlQ.in Counties met the required 45-minute criteria for alerting and t corrected the previous deficiency; therefore, there is new reasonable assurance that the public health and safety can be adequately protected in the event of an accident at the WNP-2 Nuclear Poorer Plant.Five Areas Requiring Corrective Actions (AT%As)were identified during the remedial drill.FEMA.Region X has discussed the necessary chive actions with Benton County and the report reflects the county's cammitments, action plans, and milestone dates to address these issues.Chive actions are scheduled to be camplete by January, 1991.Until these issues are corr~, FEMA, will continue to withhold a firdmg of adequacy for the Alert and Notification system for the WNP-2 Nuclear Rarer Plant.FEMA Region X staff will furnish a copy of this final drill report to the State of Washington.
