Progress Report: Report of'he August 12, 1987, Remedial Exercise of the Washington Offsite Had&logical Emergency Preparedness Plans fov the NP-2 Nuclear. Power Plant.

On Febvuavy 19, 1987, the Federal Bnergency Nanagement Agency (FENA) trans-mitted to Che U. S. Nuclear Regulatory Commission (NRC) Che repovt of the September 18, 1986, exevcise oX'he State of washington offsite radiological emergency plans for the MNP-2 Nuclear Power Plant. This was a )oint, full participation exercise for the State and Benton and Franklin Counties. These two counties are impacted by the RP-2 10-mile plume exposure emergency plarmirg zone (EPZ).

In the September 18, 1986, exercise Chere were six deficiencies and one alan inadequacy observed. The oviginal exercise report also indicated that other plan revisions would be required. Based on the exercise deficiencies and the need for plan revisions, FENA withheld a finery of reasonable assurance that the public health and safety can be protected, pendirg the results of the scheduled corrective actions.

On October 22 1987, I transmitted to you a Progress Report on the April 14, 1987, remedisL exevcise that resolved most of the exercise and plan deficiencies noted above. 'Ihe report; was prepaved by FEMA Region X and dated Septembev 25, 1987. As indicated, Chere has been considerable progress in the impmvement of off site r adiological emergency preparedness.

An additional remedial exevcise was held on August 12, 1987. In that remedial exer cise, Che os ective Co dennnstrate the organizational ability and r esources necessary to manage an orderly evacuation of all or part of the plume Emergency Plannirg Zone was not met. The attached report; on this exercise, prenared by PENA Region X, was transmitted to us on November 18, 1987, and cited this unmet ob)ective as a new Deficiency, Additionally, the remedial exercise failed to meet its original purpose to demonstrate the ability and resources to alert the public, and disseminate appropriate instructions to the public, in,the Horn Rapids Area on the Yakima River (Outdoor Recreation Vehicle Park) within 45 minutes. this was not considered an exercl:se deficiency. It is considered a plan inadequacy in that inadequate (secondary or ad hoc) resources were assigned in the Plan to complete the alert and notification procedure within the appropriate time frame.

A remaining deficiency was addressed in a remedial exercise conducted on June 3, 1987, that was concerned with the failure to meet the 45-minute criterion related to alerting and notifying the public (transients using the Columbia Mver) in the 5- to 10-idle portion of the MP-2 EPZ. This remedial exercise is still undergoing analysis and processing by PENA.

However, current analysis by PENA 1ndicates there is still a considerable annunt of improvement to be achieved in offsite radiological emergency planner@ and preparedness before the negative findirg stipulated in the FENA menarandum of February 19, 1987, can be reversed. Therefore, FEtK continues to withlmld a findirg of reasonable assurance that the public health and safety can be protected, pending the results of FEMA processing and evaluation of the June 3, 1987, remedial exercise. When FBR completes its evaluation, we will advise NRC of the results.

WNP-2 Nuclear Power Plant Remedial Exercise (8/12/87)

In accordance with the policies and particulars established in the SLPS memorandum of August 5, 1983, 44 CFR 350.9, and Guidance Memorandums EX-1 and PR-1, attached is PENA RX's report on the WNP-2 Nuclear Power Plant Remedial Exercise that was held on August 12, 1987.

It is the Region's assessment that this exercise provided adequate opportunity to test response capabilities of the various organizations.

It is our position, based upon this evaluation and overall assessment of preparedness issues, that the previously stated response deficiency was not adequately addressed. We also note that a new deficiency was identified.

The. recommendations for corrective actions have been discussed with the exercise participants and preliminary concurrence in our evaluation and recommendations has been indicated by all response agencies and FEMA National.

In accordance with 44 CFR 350.12, it is the Region's position that before we can state that reasonable assurance for the general public's health and safety is afforded, we require review of remedial actions and evaluation of the remaining remedial drill report (6/3/87). We therefore withhold our assessment. We will advise your office when these items are completed to REMA RX's satisfaction.
