Assistant Associate Director Office of Natural and Technological Hazards Pr ams This is to transmit a copy of the Exercise'eport of the September 18, 1986, joint exercise of the offsite radiological ettergency preparedness plans for the WNP-2 Nuclear Pcwer Plant, Richland, Washington (Benton/Franklin
- Counties, Washington). This was a joint, full participation exercise for the State of Washington and the Benton/Franklin Counties.
These two counties are impacted by the WNP-2 plutte exposure 10-mile Emergency Planning Zone (EPZ). The report dated Decerrber 1986, was prepared by the Federal Emergency Managettent Agency (FEMA) Region X.
In the Septerrber 18, 1986, exercise there were six exercise deficiencies and one plan inadequacy observed.
While Region X is not requiring a drill on the plan inadequacy it is considered to be serious enough to require prottpt correction.
The milestones for remedying the deficiencies and the plan inadequacy will be found on page 95 of the exercise report.
The recottltandations for corrective actions have been discussed with the exercise participants and preliminary concurrence in the FEMA evaluation and recommendations has been indicated by all response agencies.
A copy of this report will be forwarded to these response agencies at the sane titte it is transmitt5d.-to.your office.
Based on the deficiencies and an analysis of the schedule of corrective
- actions, we are withholding a finding of reasonable assurance that the public health and safety can be protected pending the results of the drills scheduled to remedy the deficiencies found in the September 18, 1986 WNP-2 exercise.
We willprovide updates on the results of the drills after they are ccepleted; if they are successful we will once again provide a finding of reasonable assurance that the public health and safety can be protected in the event of radiological accident at the plant.

WNP-2 Nuclear Power Plant Exercise held September 18, 1986 In accordance with the policies and particulars established in the SLPS memorandum of August 5.
- 1983, 44 CFR 350.9, and Guidance Memorandums EX-1 and PR-1, attached are three copies of FENA RK/RAC's report on the WNP-2 Nuclear Power Plant Exercise that was held on September 18, 1986.
It is the Region's and the RAC's assessment that this exercise provided adequate opportunity to test response capabilities of the various organizations.
It is our position.
