SUBJECT:
Washington Supply System's WNP-2 Site Mr. Michael J. Gaitanis of the U.S. Nuclear Regulatory Commission's staff requested documentation of the resolution of three deficiencies noted in the final report on the June 1,1983, joint exercise and the Interim Finding on WNP-2 offsite plans and preparedness.
I believe the attached memorandum from the Federal Emergency Management Agency (FEMA) Region X is sufficient to satisfy his request. In addition, the Region X Chairman of the Regional Assistaace Committee reported that the siren " amps" (panel) problem and the need to install activation equipment in Benton County's area have now been resolved.

Alert and Notification Systee Test for Supply System's WNP-2 Site Last Friday. September 16, 1983, I observed the test of the Alert and Notification System for WNP-2 Site near Richland Washington.
The specifics were as follows:
1.
At 1020 the Benton County Emergency Management Office contacted the EBS radio station (KOMA) and read a statement which was taped by the radio station. At 1022 the radio station activated the ESS System and repi ned the statement.
Since the initial distribution of tone alert radios, the EBS networt has bee.n tested weekly. A feedback system has been developed to accommodate defective l
radios. Hence, a system is in place for negative feedback.
It should be noted that neither the Radio Station nor the County received any phone calls as a result of the test.

At 1400 the stren at the Peuphouse on the Coluebia River was activated.
l Only 90 dbc was measured at 410 feet, whereas 102 to 106 dbc was expected.
It was tentatively diagnosed that two of the 12 ag units wem fr;dicating problems, hence accounting for the low readings. The Supply System's staff plan to effect all correcticos by October 1.1983.
FEMA RX assisted the County (s) and the Supply System in distributing the tone alert radios. A detailed survey was taken as a part of the~ integrated public education, public brochurt, and tone alert radio distribution campaign. A surprising result was that approximately 1800 people reside in the 10 alle EPZ vs. the 1300 indicated the 1980 census data.
This letter should serve as official notification that the three major deficiencias identified in our Interim Finding (July 1983) have been resolved as of this date.
The Supply System and the County (s) cog leted the initial distributi6n of tone alert radios and public brochures. The Public Education Program has been iglamented. By October 1.1983, the " apply System will have resolved the siren's amp problem and installed the activation equipment in Benton County's 911 operation area.
Thersfore, at this time, all comunitted corrective actions have been accomplished and no significant deficiences exist for this site.
