A.ProjectDirector1lTheProjectthisperiodearned0.8%to-end1984atacumulative83.49percentcomplete.Theearningof0.8%,forthismonthagainstaplannedpercentcompleteofprogressof1.19%wasdisappointing.ItshouldberecognizedthatthisreportingperiodincludedThanksgivingweekandeventhoughtheProjectanticipatedsomelossofproduction,thelosswasmoreseverethanexpected.AnticipatedconstructionturnoverstoPreliminaryTestdidnotmaterialize,andlackoftestingprogresscontributedto.thismonth'sshortfall.TheProjecthasestablisheda"WarRoom"tobeusedasafocalpointforrapideliminationofrestraintswhichareholdingupsystemcompletionandrelease.TheProjectisestimatingthattheIntegratedFlush/RPVHydroMilestoneiscurrently2-3weeksbehindschedule.DuetotheclosecoordinationandcooperationbetweenConstructionandStartupandTest,requiredworkactivitiesareproceedingataratewhichprovidesencouragementthatthestartoftheIntegratedSystemsFlushcanstillbeaccomlishedonschedule.JohnsonControlsproductionimprovedsignificantlyduringDecemberwhileL.K.Comstock'spositiveconduitandconduitsupportproductioncontinued.Ingeneral,SWECforceaccountworkcontinuestosupportProjectpriorities.ITTGrinnel1plarmedproductionfellbelowexpectation.TheshiftfrombulkconstructiontothatworkrequiredtosupporttheStartupandTestscheduleintensifiedthismonth.TheProjectawaitstheINPOfinalreporttobereleasedinJanuary1985.TheProjectwillbeinpositiontorespondtotheINPOauditevaluationinarapidandpositivemanner.TheNRCcompleteditsConstructionTeamInspection(CTI)onDecember14th.InitialindicationsgivecausetoappraisetheinspectionasapositiveindicationofProjectimprovementssincetheCAT.TheProjectiscurrentlyawaitingtheissuancebytheNRCofthefinalinspectionreport.EngineeringdemonstratedgoodprogressintheEquipmentgualification,DesignVerificationandLicensingefforts.Continuedengineeringscheduleadherenceisanticipated.TheProjectexpended$674.7millionofthe$675.0millionforecastedfor1984.Areevaluationoftherequiredcashflowfor1985isunderway.Ingeneral1984wasayearoftremendousProjectchallenges:theProjectmovedfrombulkconstructiontoneartermintensifiedsupportoftheturnoverprocess;theassignmentofanewmanagementteam;andthedevelopmentofcorrectiveactionsrequiredbytheCATaudit.ItissatisfyingthattheactionstakenintheareaofqualityincludingestablishmentofnewprogramssuchasthegPMPandequalityFirstProgramappeartohavebeensuccessful.TheProjectrealizesthattheplanof1985isachievablebutdifficult.TheProjectDirectorbelievesthemanagementteamhasthecapabilitytodrivetheProjecttothisscheduleasallProjectresourcesareorganizedtosupportandsustaintheStartupandTestp'ogram.

EXECUTIVESUMMARYB.ManaerQualiAssurance-ProjectsThereviewofIn-Placesafetyrelateditems,materials,components,etc.,thathavebeenacceptedbythecontractor'sQCorganizationhasbeencompleted.TheresultsarepresentlybeingevaluatedbyEngineeringandQA.TheIndependentAssessmentTeamhascompleteditsreviewofcompletedCATActionPlans,NRCdeficienciesidentifiedintheSALPReport,andNMPC/Contractoridentifieddeficiencies.ThefinalReportisexpectedtobeissuedinearly1985.TheNRCConstructionTeamInspectionwasconcludedonDecember16,1984.TheTeamLeaderpresentedthepreliminaryfindingattheexitmeeting.Thirteenopenitemswereidentifiedwithtwopreliminarilyclassifiedasviolations.Thepotentialviolationsrelatetostorageandmaintenanceandaweldingdeficiencyinaninstrumenttubesupport.ThefinalreportisdueinJanuaryorearlyFebruary.

II.MILESTONESCHEDULESTATUSProjectControlsiscurrentlydevelopingacomputerized(Project/2)ProjectScheduleconsistingofalltheProjectMilestoneSchedules,anditwilldepicttheirinterrelationships.ThiswillenabletheProjecttoassessmoreeasilyapotentialimpactontheoverallprojectcausedbyanycurrentdeviationfromtheschedule.A.Energization4160VThe4160VmilestoneisessentiallycompletewiththeexceptionoftheHighPressureCoreSpray(HPCS)relatedswitchgear.ThisswitchgearisscheduledtobeenergizedthefirstweekinJanuary1985.TestingofotherelectricaldistributionisbeingprioritizedandenergizedtosupporttheStartup&Testprogram.B.DieselGeneratorsReleaseoftheStandbyDieselGenerator¹1andassociatedsystemsintheWestBayiswellunderway.HVAC,firedetectionandprotectionhavebeenreleasedtoStartup&Test.Thebreakerportionandairstartsystemsareintheturnoversignoffprocess.Thefuelportionhasminimalinstrumentationandelectricalremainingandisestimatedtoturnoveron12/26.TheMiddleBay(StandbyDiesel¹3)hasapproximately3weeksofworkremaining.ThecompletionoftheairgapsettingrestrainsLargeBorePipeandinstrumentationcompletionandhasaestimatedcompletiondateof1/2/85.WithrespecttotheHighPressureCoreSprayDieselGenerator,theprimaryemphasishasbeenplacedonDieselGenerators1&3,whereoutstandingelectricalmodificationsarebeingcompleted.ThereareapproximatelyeightweeksofworkremainingwithanestimatedcompletiondateofFebruary28th.C.IntegratedFlush/RPVHydroStartup&TestisprioritizingworkwithConstructiontoexpeditethereleaseofsystemstosupporttheIntegratedFlush/RPVHydroeffort.TheworkscopeofRPVHydrohasbeenidentifiedtoConstructionandanintegratedProjectPlanhasbeendevelopedanddistributedforuse.TheintegratedFlushmilestoneis2-3weeksbehindscheduleduetolateConstructionreleasesalthoughtheFebruary25,1985,dateforthestartoftheIntegratedSystemsFlushisstillachievable.Fourteen(14)additionalflushpaths("B"releases)wereturnedoverinDecember.1.001AMainSteamSystemThisflushpathcurrentlyisshowing8weeksnegative.Aworkaroundplanisbeingstudied,sourcedocumentsarebeingverified,andawalkdownisbeingdone.

31.001AResidualHeatRemovalSystemProjectedcompletionfortheentireflushpathiscurrently1/20/85;however,thecompletionofworkrequiredforthesuppressionpoolfillwi11supporttheschedule.Thecompletionofthisflushpathwillsupportintegratedflush.TurbineGeneratorThecompletionoftheGeneralElectricTurbineGeneratorworkhasbeenintegratedintotheStartupPlanandisbeingcloselymonitoredbyGeneralElectric,Construction,andStartupTest.TheTurbineGeneratorMilestoneremainsonschedule.Allofthe7releasesscheduledtodatehavebeenaccomplished.ThelubeoilflushwascompletedduringDecember,andG.E.isrestoringthesystemtoenablecenterlinecompletion.

III.CONSTRUCTIONA.GeneralDuringDecember,efforts'focuseduponcompletionofconstructionworkforthesuppressionpoolfillalongwithworkrequiredtoreleasetheEmergencyCoreCoolingSystemsforinitialtesting.'ignificantcraftmanpowercontinuedtobedirectedtowardneartermsystemreleases.Inanumberofareas,non-manualsupportbecamealimitingfactorinworkcompletion.The"WarRoom"wasestablishedtoprovideafocalpointforidentificationandeliminationofrestraintswhichareholdingupsystemcompletionandrelease.IntegrationofcontractorandSWECengineeringwasinitiatedtoprovidebettersupporttofield'efforts.

IIICONSTRUCTION(Continued)IncreasedrequirementsinsystemcompletionshiftedasignificantportionofL.K.Comstockslabortowardneartermwork.DuringDecember,addedemphasiswasalsorequiredinthePrimaryContainment.Unitrateperformancewasimpactedbythesechanges.GE-PGCCSeparationreworkwascompletedinDecember1984.Therelativelylargenumberofphase3DmodificationsincludedintheNSSS/BIPprogram,plusothermandatoryBOPandNSSSchangesidentifiedinphase3E83FareextendingthecompletionofthePGCCModificationProgramthroughthefirstquarterof1985;however,theprogramdoessupportStartup8Testrequirements.5.6.JohnsonControlsJohnsonControlsproductionimprovedsignificantlyduringDecember.JAnumberofstepshavebeentakentofurtherimproveJCIefforts.TheseincludeintegrationofSWECandJCIfieldengineeringforces,increaseduseofcompressionfittingonCATIIseismicinstallationandapprovalforJCItoinstallrootvalvespreviouslyincludedinITTGrinnellscope.SchneiderPowerCororation7.8.AdditionalfocuscontinuedonthePrimaryContainmentHVACinstallationswithasecondshiftimplemented.AmajorpushwasmadeduringDecembertocompletetheHVACabovetherefuelingfloorintheSecondaryContainment.InsulationContracts(Various)Scheduleslippagesinpipingsystemsreleasecontinuedtorestraininsulation.AnevaluationwasrequestedforcompletionnextmonthtoclarifyworkavailabletoKeasbey.ReactorControlsInc.(NSSS)Ingeneral,theRecirculationSystemandControlRodDriveinstallationsareproceedingonschedule.InternalactivityontheRPVremainsaboutfourweeksbehindschedule.9WalshConstruction10.Walshbegandemobilization.Effective12/17/84,alldirectworkwastransferredtoSWECforcompletion.GrinnellFireProtectionWorkcontinuedintheReactorBuildingandyardareasonWatersprayandC02systems.Nomajorproblemsduringtheperiod.22 IIICONSTRUCTION(Continued)C.ConstructionComletionDuringDecember,anumberofchangesintheturnoverprocessweremade.Anewconstructionproceduregoverningconstructionrequirementsduringtheturnover/releaseprocesswasgeneratedtocomplywithStartup8Testrequirementsestablishedintheirprocedures{SAPs).Inaddition,the"MarRoom"wasestablishedtoprovideaddedfocustocriticalworkandrestraints.23 IV.ENGINEERINGDesignverificationandlicensingproceededonschedulethismonth.Significantprogresshasalsobeenmadeintheequipmentqualificationeffort.AnumberofactivitiesinthebalanceofEngineeringandsupportofstart-upareasimproved;however,totalschedulerecoveryhasnotyetbeenachieved.A.DESIGNVERIFICATIONl.As-BuiltStressReconciliationEngineeringeffortsareonschedulewith45packagesscheduledandcompleted.Thisefforthasencompassed338pipesupportreconciliationsrequiring3modificationsand6newsupports.Reanalysistominimizehardwareimpactshaseliminated27potentialmodifications.Adetailedschedule.foras-builtpackagesubmittals,consistentwiththeintegratedflushschedule,hasbeendevelopedbyConstructionPlanning.AcorrespondingEngineeringWorkPlan,wasissuedonDecember21,1984,andwillbeincorporatedintotheJanuary1985Report.'IAsindicatedontheschedule(Attachment1),"thereceiptofAXas-builtsisslightlybehindtheworkaroundplanwith135packagesbeingsubmittedasofNovember30,1984.However,sincetheremaining10werereceivedonDecember7,1984,noimpacttotheEngineeringWorkPlanisanticipated.IVEnineerin(Continued)2.FinalStructuralLoadVerificationLoadverificationactivitiesfortheentireControlBuildingframing,connectionsandembedmentplateshavenowbeencompletedwithnomodificationsrequired.Maineffortshave-beenconcentratedonPrimaryContainmentsteelframing,linerandControlBuildingframesteel.ThehardwarefixesrequiredinthePrimaryContainmentaresignificantlylessthanoriginallyanticipated.Inordertominimizemodifications,reanalysiswasperformedonthesteelframingforElev.222and247andhasreducedthenumberoffixesrequiredfrom78to22.Asaresultofthiseffort,49calculationshavebeencompletedcomparedto52scheduled(Attachment2).ThreeactivitiesfellbehindschedulebecauseofthereiterationswhichweredonetominimizehardwarefixesarePrimaryContainmentElev.278beamdesign,andPrimaryContainmentElev.261beamdesign,andconnectiondesign.ThesethreeactivitiesshouldbecompletedbytheendofDecember.24
