UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 November 4, 2015 LICENSEE: Tennessee Valley Authority FACILITY: Browns Ferry Nuclear Plant, Units 1, 2, and 3 SUBJECT: SUMMARY OF JULY 14, 2015, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS SEISMIC PROBABLISTIC RISK ASSESSMENT PLANNED FOR BROWNS FERRY NUCLEAR PLANT UNITS 1, 2 AND 3 (TAC NOS. MF3764, MF3765 AND MF3766) On July 14, 20151, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss ongoing licensee and staff reviews regarding seismic probabilistic risk assessment (SPRA) associated with the implementation of Recommendation 2.1: Seismic of the March 12, 20122, NRC request for information issued pursuant to Title 10 to the Code of Federal Regulations Part 50, Section 50.54(f) (hereafter called the 50.54(f) letter) for Browns Ferry Nuclear Plant, Units 1, 2, and 3 (Browns Ferry). The NRC staff as part of a public meeting on May 21, 20153, informed licensees of efforts to reassess the need for completing seismic risk evaluation for Group 2 and Group 3 plants. In support of the reassessment effort, licensees were encourage to provide supplemental information to inform the staff deliberation process. During the meeting, NRC staff and TVA representatives discussed the specific criteria NRC reviewed in finding that the Browns Ferry IPEEE did not meet SPID4 screening criteria5. TVA representatives discussed Brown's Ferry6 seismic capacity and Generic Issue 199 risk insights. The NRC staff and TVA representatives' discussions the SPRA reassessment process to determine if a SPRA is warranted included the following meeting highlights:

  • The NRC staff communicated to TVA representatives that seismic reassessment of the seismic probabilistic risk assessment (SPRA) is in the process of being finalized, but the NRC remains open to considering updated information for work that TVA has already 1 The meeting notice is available via the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML 15180A291. 2 The 50.54(f) letter and Enclosure 1 are available under ADAMS Accession Nos.   • The NRC staff communicated to TVA an overview of the reassessment process and discussed specific criteria used to make the determination that a SPRA is warranted.
  • The licensee presented "Brown's Ferry Seismic Risk Insights," which highlighted improvements to Brown's Ferry seismic capacity, improvements resulting from Individual Plant Examination of External Events plant capacity and resulting reduction of the seismic core damage frequency.
  • The NRC agreed to provide an email7 to TVA detailing specific information needed to demonstrate the seismic capacity improvements to Brown's Ferry.
  • The NRC staff requested a supplement be docketed should TVA seek consideration of these additional insights. By letter dated October 27, 2015 (ADAMS Accession No. ML 15194A015), the staff found that a SPRA is expected for Browns Ferry. No regulatory decisions or commitments were made during the meeting. The public was invited to observe the meeting and was given an opportunity to communicate with the NRC during the public meeting before adjourning.
