Management and Administrative Controls Management and administrative controls defined in Section 6.0 of the Technical Specifications were reviewed by the inspector with respect to the following items: (1) organizational and management responsi-bility for the radiological environmental monitoring program; (2)

environmental monitoring procedures; (3) quality assurance including periodic audits and analytical quality control . The inspector conducted a detailed review (including discussions with cognizant licensee representatives) of recent corporate organizational changes to determine the adequacy of specific management responsibility for the radiological monitoring progra Inspection disclosed that organizational structure and specific management assignments should assure continued implementation of the program in accordance with license requirements. c. Technical Specification 6.4.A requires the licensee to provide detailed written procedures with appropriate check-off lists and instructiers for the subject program. Technical Specification 6.4.D requires that all procedures shall be followe Inspection included review of licensee procedure HP-3.5.1 entitled " Health Physics: Sample Colletion And Analysis." The revised procedure was reviewed and approved by the Chairman of the Station Nuclear Safety Operating Committee on April 29, 198 This procedure was reviewed in detail during the previous inspection (IE Report Nos. 50-280/81-09 and 50-281/81-09); therefore, review during the subject inspection was confined to procedural revisions implemented by the license There were no questions regarding the revisions; however, inspection disclosed an error in Section 4.3.3.4 of the procedure addressing sampling of crabs. The referenced section of procedure HP-3.5.1 stated that crab samples should be collected at the station intake during the months of July, August, and September. Review of crab sampling records and discussions with the Station Biologist disclosed that, since inception of the Environmental Monitoring Program, crab samples have been routinely collected at the station discharg This finding was discussed with cognizant licensee representatives. The subject procedure was promptly revised to state that crabs would be sampled at the station discharge; however, if none are available at the primary sampling site, crabs could be collected at the intake. The revision was approved, as required, on May 28, 1982. There were no further questions regarding this ite d. Technical Specification 6.1.10.1.1 provides for audit of the licensee's corformance with all provisions contained within the Technical Specifications and applicable license conditions, at least, once per year. The inspector reviewed reports of Audit Nos. S81-22 and S82-14 conducted during May 5-11, 1981 and April 12-22, 1982, respectively, which addressed the radiological and nonradiological environmental monitoring programs. The subject audits disclosed that radiological environmental monitoring was implemented as required by Section 4.9 and 6.0 of the Technical Specifications. Inspection also included review and discussions with cognizant licensee representatives of the quality assurance audit of Eberline Corporation (West Chicago, Illinois). The licensee vendor conducts the required radiochemical analysis of

environmental samples defined in Table 4.9-1 of Technical Specification

6. Implementation of the Radiological Environmental Monitoring Program Technical Specification 4.9.E. Table 4.9-1 defines the requirements for the licensee's radiological environmental monitoring progra The inspector reviewed and discussed the following items with cognizant licensee representatives: (1) Annual Operational Radiological Environ-mental Report for the period ending December 31, 1981; (2) licensee vendor monthly radiochemical analytical reports and appended QA/QC summaries submitted to the licensee during the period January 1,1982 through April 30, 1982; (3) environmental sampling data and records for the period January 1,1981 through April 30, 1982; (4) trend analysis data for the period January 1, 1981 through April 30, 1982; (5)

records / invoices of licensee shipments of environmental samples to the vendor for radiochemical analyses during the period January 1, 1981 through April 30, 1982; (6) records verifying receipt of analytical results by the licensee during the previously cited period. Inspection disclosed the findings listed belo . The Annual Operational Environmental Radiological Surveillance report was consistent with the routine reporting requirements defined in Technical Specification 6.6. . Licensee vendor monthly radiochemical analytical reports on environmental samples were submitted as required during the period January 1, 1982 through April 30, 1982, including analytical quality control dat . Environmental sampling data and records disclosed that sampling was implemented in accordance with the schedules defined in Technical Specification 4.9.E, Table 4.9- Inspection further disclosed that samples were promptly dispatched to the vendor for radiochemical analysis as evidenced by records and shipping invoice . Inspection confirmed the licensee's continued plotting of data for trend analysis of plant effluents following receipt of the vendor's monthly sample radiochemical analytical results generated during the referenced period cited abov There were no questions regarding this ite . Qua'ity Control of Analytical Measurements Sinn tre licensee has conctracted with Eberline Instrument Corporation to analyze the environmental samples, the inspector examined Eberline Instrument Corporation's 1981 Annual Report and Monthly Reports for January through April, 1982. The cumulative reports included information concerning instrument counting efficiencies and background measurements, duplicate analysis, reccunt analysis, spiked samples, environmental TLDs, and inter-laboratory compari sons. There were no questions regarding this ite .- e

State Program The Bureau of Radiological Health - Commonwealth of Virginia, performs extensive environmental sampling at designated locations around the Surry Nuclear Station to evaluate radiation exposure and its public health effects resulting from plant effluents. The program also included analysis of split or duplicate samples by the Commonwealth and the licensee vendor, and comparison of the respective result The sampling program included the following parameters: air particulates and radiciodine, ambient gamma exposure (TLD), fish, milk, shellfish, vegetation, silt, ground and surface waters. The inspector reviewed the State report which summarized all split and duplicate analytical data on samples collected in 198 Inspection disclosed that the comparative data compiled were in close agreement and were consistent with the limits and requirements defined in the licensee's Technical Specifications. There were no questions regarding this item.
