Emergency Preparedness Section EPOS Division SUMMARY Inspection on June 1-2, 1982 Areas Inspected This routine, announced inspection involved nine inspector-hours on site in the i areas of emergency planning, specifically the interface between the licensee organization and the responding NRC Region II organization at the Emergency Response Facilities.

! The inspector toured the interim TSC which is located adjacent to the i

control room and in a room (approximately 25' x 30') identified as the ,

control room annex. The Emergency Director, selected plant super- <

visors, supporting technical and administrative personnel operate from

this room to assess and manage an emergency. An office (approximately l 9' x 15') inmediately adjacent to the location of the Emergency Director has been designated for NRC use. The location of this office should enable a direct interface between NRC Region II management and

. the licensee organization. The NRC room is equipped with commercial /

inplant telephones (2), the NRC emergency notification system (ENS)

i telephone, desks (2),chairsandchalkboard. No NRC health physics -

l network (liPN) telephone is installed within the interim TSC. Another

office (approximately 12' x 15') within the TSC is used by the licensee for environmental and radiological data coordination and technical

! Interim Emergency Operations Facility The inspector toured the interim E0F which is located in the Surry

Power Station Training Center. The training center is approximate i mile from the plant. During an emergency the Recovery. Manager and

35'); ' electrical power (3-115V, 20 amp power receptacles; hubble twist lock); and a conmerdial' telephone line or and extension of an existing commercial telephone .
