SUMMARY

OF MARCH 15, 2023, AUDIT MEETING WITH CONSTELLATION ENERGY GENERATION CONCERNING A DIGITAL INSTRUMENTATION AND CONTROL UPGRADE LICENSE AMENDMENT REQUEST FOR LIMERICK GENERATING STATION, UNITS 1 AND 2 (EPID L-2022-LLA-0140)

On March 15, 2023, a partially closed observation public meeting was held between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (the licensee, CEG) via video conference. The purpose of the partially closed meeting was to discuss the digital instrumentation and control (I&C) license amendment request (LAR) for Limerick Generating Station Unit Nos. 1 and 2 (Limerick). The meeting notice and agenda, dated February 23, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23054A072. The purpose of the meeting was to discuss outstanding audit questions related to the subject review. These questions were originally provided to the licensee in the audit process and are documented in ADAMS (ML22110A097 and ML22353A632). A list of attendees is provided as an enclosure.

During the open portion of the meeting, a discussion of non-proprietary Audit Questions was held. Audit Question status1 update changes are noted where they were discussed.

Audit Question 70 - Updated status to Closed Audit Question 73 - Updated status to Confirm Audit Question 74 - Remained Open Audit Question 75 - Remained Open Audit Question 76 - Remained Open Audit Question 78 - Update to Confirm Additionally, a discussion on the Vendor Oversight Plan (VOP) was held to help with further Audit Question development regarding that document. The discussion centered on what the appropriate level of detail from the VOP would need to be submitted on the docket to support the NRC staff review.

1 Audit Question status are defined as follows: 1) Open - Additional discussion is needed on the question to determine resolution;

2) Confirm - Licensee understands what information needs to be docketed to resolve question; and 3) Closed - Sufficient information is on the docket to close the question.

Following this discussion, the meeting transitioned to the closed portion and proprietary Audit Questions were discussed. The licensee discussed the draft responses to the following Audit Questions:

Audit Question 65 - The licensee provided a presentation to facilitate the discussion2.

The question remained Open Audit Question 66 - Remained Open (NRC staff to edit question)

Audit Question 69 - Updated to Open (CEG to edit response)

Audit Question 71 - Remained Open Audit Question 72 - Remained Open Audit Question 77 - NRC staff confirmed still working on question. Involves multiple review disciplines No regulatory decisions were made during the meeting. No questions or comments from the public were received during the meeting.
