SUBJECT:

SUMMARY

OF JANUARY 10, 2023, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC, ON PLANNED LIMERICK DIGITAL MODERNIZATION PROJECT INSTALLATION SUPPORT LICENSE AMENDMENT REQUEST AND EXEMPTION REQUEST (EPID L-2022-LRM-0099)

On January 10, 2023, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (Constellation; licensee) via video conference. The purpose of the meeting was to discuss a license amendment request and an exemption request Constellation plans to submit concerning installation support for the digital modernization project at Limerick Generating Station, Units 1 and 2 (Limerick). The meeting notice and agenda, dated December 23, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22357A000. A list of attendees is provided as an Enclosure. The presentation used by Constellation during the meeting is available in ADAMS at Accession No. ML23006A257.

The representatives from Constellation provided overviews of its planned digital modernization project installation support license amendment request and exemption request. As described in its presentation, the planned amendment request will include requests to adopt portions of technical specification task force travelers 542, 582, and 583-T. In addition, the planned amendment request would propose adoption of portions of standard technical specifications for General Electric boiling water reactor 4 plants and modify applicability condition for anticipated transient without SCRAM recirculation pump trip. The licensee described proposed temporary technical specification requirements concerning the anticipated transient without SCRAM recirculation pump trip that it plans to include in the amendment request. As described in its presentation, the planned exemption request would seek exemptions from portion Sections 50.62(c)(3), (4), and (5) of Title 10 of the Code of Federal Regulations. Concerning alternate rod injection, standby liquid control system, and reactor coolant recirculation pumps, respectively.

The licensee stated both requests would be supported by deterministic and risk insights.

Constellation plans to submit both requests by the end of January 2023 and request that the NRC staff complete the review of both request by February 2024.

During the meeting the NRC staff provided the following feedback to the licensee concerning its planned license amendment request and exemption request:

Constellation should consider including in its amendment request a discussion modeling of elimination of safety relief valve out of service flexibility.

Constellation should consider including in its amendment request a discussion of any changes to existing procedures or training programs.

Constellation should consider including in its amendment request quantitative time validation information with regards to operator actions.

Constellation should consider including in its amendment request a discussion of the sensitivity of its analysis to the safety relief valve operation (e.g., time for valves to open).

Constellation should consider including in the new proposed temporary technical specification requirements time that action(s) will need to be taken.

Constellation should clearly describe in its exemption request the start and end date or conditions for the applicability of the requested exemption.

Constellation should consider including a description in its exemption request a description of assumptions used in its risk analysis and the risk insights developed from its risk analysis.

In addition, the NRC staff mentioned to Constellation that its planned undue hardship and unforeseen cost justification for the exemption request appears to be unique with regards to modification at a plant versus initial compliance with the anticipated transient without SCRAM rule.

Members of the public were in attendance. Members of the public did not ask any questions or provide any comments. Public Meeting Feedback forms were not received. No regulatory decisions were made during the meeting.
