OF JUNE 29, 2021, PUBLIC MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING PLANNED DIGITAL MODERNIZATION LICENSE AMENDMENT REQUEST FOR LIMERICK GENERATING STATION, UNITS 1 AND 2 (EPID L-2020-LRM-0041)
On June 12, 2020, a public meeting via webinar was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss Exelons plan to submit a license amendment request (LAR) involving the modernization of instrumentation and control (I&C) systems at Limerick Generating Station (Limerick), Units 1 and 2. The meeting notice and agenda, dated May 14, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21176A133. The meeting was partially closed, because some of the information discussed during the meeting was proprietary. The non-proprietary presentations used during the meeting are available in ADAMS at Accession Nos. ML21174A085, ML21175A173 and ML21175A277. The proprietary presentations used during the meeting are available in ADAMS at Accession Nos. ML21174A102 and ML21174A103 (non-public). A list of attendees is enclosed.
In the open portion of the meeting, the licensee provided an overview of the Limerick digital modernization design and licensing timeline, its vendor oversight plan, work that would be completed that does not require prior NRC approval, and the planned human factor engineering evaluation. In a presentation, the NRC staff described the human factor engineering regulatory guidance that the NRC staff would use to review human actions and control room modifications that the licensee should consider for the planned modifications to the Limerick main control room. In the closed portion of the meeting, the licensee described the planned architecture of the digital modification, reduction of sensors, soft controls, approach to diversity and defense-in-depth, proposed approach to address spurious actuation, proposed approach for independent and diverse displays and controls, and planned software design process.
The NRC staff mentioned to the license that the licensees proposed timeline appeared to be closer to the tier 1 review process than the alternate review process that the licensee plans to ask the NRC to use during the review. The licensee responded that the content of the preliminary design and timeline would be discussed in more detailed at a subsequent meeting.
The NRC staff shared with Exelon lessons learned from reviewing vendor oversight plan (VOP) summaries from other amendment request. The lessons learned included:
Licensees identifying and describing the process and procedures for acceptance of design artifacts in the VOP summary Licensees making a clear distinction between licensee and vendor verification efforts in the VOP summary Licensees identifying key design characteristics in the VOP summary that will be verified Licensee describing in the VOP summary the process that will be used to modify the VOP The licensee stated that Idaho National Laboratory would be assisting with the human factor engineering for the planned modification, and in response to NRC staff question, stated that Idaho National Laboratory would be covered by the VOP for the planned digital modification at Limerick. The NRC staff asked the licensee about integrated system validation using the Limerick simulator and when the simulator would be available tor integrated system validation.
The licensee responded that those topics would be discussed in more detailed at a subsequent meeting.
No regulatory decisions were made during the meeting. Members of the public were in attendance. No comments or questions from the public were received during the meeting. No public meeting feedback forms were received.
