SUBJECT:

SUMMARY

OF NOVEMBER 10, 2022, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC ON ACCEPTANCE REVIEW OF LIMERICK DIGITAL INSTRUMENTATION AND CONTROLS LICENSE AMENDMENT REQUESTS (EPID L-2022-LLA-0140)

On November 10, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (Constellation; licensee) via video conference. The purpose of the meeting was to discuss the status of the NRC staffs Limerick Generating Station, Units 1 and 2 (Limerick) digital instrumentation and controls (I&C) license amendment requests acceptance review. The meeting notice and agenda, dated November 7, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22311A506. The Limerick digital I&C license amendment requests were submitted on September 26, 2022 (ML22269A569), and supplemented on August 12, 2022 (ML22224A149). After receiving a license amendment request, the NRC staff conducts an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete a detailed technical review.

The NRC staff informed Constellation that the acceptance review is ongoing. The NRC staff discussed three potential acceptance issues with the licensee. The three potential acceptance issues involve (1) the available information explaining the design and use of the component interface module priority module, (2) the compliance basis for independence between redundant portions of a safety system, and (3) the compliance basis for bypass removal. Based on the discussion with the licensee, the NRC staff gained a better understanding of how each of the potential issue are addressed by the licensee in the license amendment request. In addition to the three potential acceptance issues, the NRC staff made Constellation aware that it may need to submit an additional requested licensing action for the non-compliances described in the license amendment request with regards to Institute of Electrical and Electronics Engineers Standard 279, Criteria for Protection Systems for Nuclear Power Generating Stations, requirements concerning bypass removal. The NRC staff informed Constellation that no decision has been made on whether the potential acceptance issues need to be addressed by Constellation to make the license amendment requests sufficient for a detailed technical review.

Members of the public were in attendance. Members of the public did not ask any questions or provide any comments. Public meeting feedback forms were not received. No regulatory decisions were made during the meeting.
