Docket No. 50-482: Supplemental Response To NRC Request For Additional Information Regarding Thermo-Lag 330-1 Fire Barriers (Generic Letter 92-08)

Gentlemen:

This- letter provides Wolf Creek Nuclear Operating Corporation's (WCNOC) l supplemental response to Reference 2, the Request for Additiona] Information

! (RAI) regarding Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers," issued on December 22, 1993. Reference 3 was submitted in response'to the RAI, but at the time of submittal not all information requested by the RAI was  !

available and WCNOC committed to provide the additional information by July 15, 1994. This letter provides the additional information to complete our response to the RAI.

l l Specifically, the RAI requested each addressee to provide an integrated schedule addressing the overall corrective action schedule to resolve Thermo-Lag fire barrier concerns for the licensee's plant (s) . Attached is WCNOC's response to the RAI request for an integrated schedule.

Attachment I to CO 94-0013 l Page 3 of 3 RESPONSE TO THERMO-LAG REQUEST FOR ADDITIONAL INFORMATION The following request was made in Section VI.B of the Requett for Additional Information concerning Thermo-Lag Fire Barriers, issued by the NRC on December 22, 1993:

NRC REOUEST Submit an integrated schedule that addresses the overall corrective action schedule for the plant. At a minimum, the schedule should address the following aspects for the plant:

1. Implementation and completion of corrective actions and fire barrier upgrades for fire barrier configurations within the scope of the NUMARC program.
2. Implementation and completion of plant-specific analyses, testing, or alternative actions for fire barriers outside the scope of the NUMARC program.

At the time of submittal of the WCNOC response to the RAI (Letter WO 94-0013, dated February 10, 1994, from O. L. Maynard, WCNOC, to the Nuclear Regulatory Commission), part of the above requested information was not available. Below is our revised response to this portion of the RAI, with the additional information included.

WCNOC RESPONSE The Wolf Creek Generating Station (WCGS) schedule is subdivided into three smaller schedules, each one addressing the different application categories utilized at WCGS.

1) WCGS UNIQUE APPLICATIONS As discussed in our original response to the RAI (Section III), the engineering evaluation of each of the WCGS unique Thermo-Lag 330-1 applications is complete. A Plant Modification Request was initiated to modify those applications that were determined to not meet fire barrier criteria. Work under this PMR is in progress, and is scheduled to be completed by December 30, 1994.
2) WCGS REGULATORY GUIDE 1.75 APPLICATIONS 1 1

l WCNOC has evaluated WCGS Thermo-Lag 330-1 applications of conduits and cable trays for ampacity margin. Ampacity margin is the percentage difference between the actual current of the cable and the acceptable current of the cable not including the thermal insulating effects of Thermo-Lag. It was determined that WCGS has very conservative ampacity margins compared to results of tests performed by other organizations.

  • l Attachment I to CO 94-0013 Page 2 of 3 l WCNOC intends to conduct additional ampacity evaluations for Reg. Guide 1.75 applications in conjunction with the engineering evaluations to be-performed on the applications within the scope of the NEI Test Program, ,

as discussed in item 3) below. .

3) WCGS BTP CMEB 9.5-1 APPLICATIONS WITHIN THE SCOPE OF THE NUMARC TEST PROGRAF 4.

WCNOC has not yet received the Final Application Guide from NEI. It_is WCNOC's intent to begin detailed engineering evaluations, including ampacity margin evaluations, for potential application upgrades following receipt of the Application Guide. WCNOC anticipates having these evaluations completed and necessary' Thermo-Lag field modifications, if required, implemented prior to startup from the WCGS eighth refueling outage, which is scheduled for the spring of 1996.

Attached is WCNOC's current Thermo-Lag Resolution Schedule, showing '

anticipated starting and ending dates for the actions discussed above.
