Final Exercise Report on June 1,1983, Joint Exercise and an Interim Finding on WNP-2 Offsite Plans and Preparedness In accordance with agreements reached by the Federal Emergency Management Agency (FEMA) and the U.S. Nuclear Regulatory Commission (NRC) through the Joint Steering Committee, FEMA transmits to NRC the attached reports on the June 1,1983, exercise for the Washington Public Power Supply System's Nuclear Power Plant Unit No. 2 (WNP-2) and an Interim Finding on the offsite radiological emergency plans and preparedness in support of WNP-2. The attached reports represent the findings of FEMA Region X and the Regional Assistance Committee. This joint exercise was the first held for WNP-2 and the overall assessment was that the response organizations have the capability to implement their emergency plans. However, the attached Interim Finding does contain three deficiencies that required a schedule of corrective actions. These deficiencies related to Alert and Notification (A & N), public brochures, and the public education program. As the attached schedule of corrective actions (July 1983) indicates, these deficiencies should be corrected by September 1983, with the exception that final approval of A & N must await development and application of the FEMA A & N test.

On the basis of the exercise, the Interim Finding and assurances by offsite authorities to promptly correct the deficiencies cited, it is FEMA's overall finding that the State and local radiological emergency plans and preparedness for WNP-2 are adequate. They are adequate in that the off-site response organizations have provided reasonable assurance that they have the capability to implement their e:nergency plans, and the implementation of these plans can and will provide the necessary actions to protect the general public's health and safety in the event of a radiolgical emergency at the plant.

FEMA RX/RAC Critique - 1983 WNP-2 Exercise Attached is the report prepared by FEMA Region X and the Regional Assistance Committee on the 1983 WNP-2 Nuclear Power Plant Exercise held June 1,1983.

The State of Washington and Benton and Franklin Counties have been asked to schedule the corrective action recommendations contained in the report and advise FEMA Region X accordingly within 60 days of receipt. When we receive commitments and schedules for corrective actions from Washington and Benton and Franklin Counties we will begin to schedule the significant events and track the milestones.
