Gentlemen Unit 1 is in Cold Shutdown for an outage that started on April 21, 1992. The following summarizes fire protection Limiting condition for Operation (LCO)

Al-92-F0967:

(tcO) Al-92-r0967 At 1030 on December 16, 1992, the Unit 1 Reactor Building Fire Detection System was declared inoperable due to the continuing spuriou3 . alarming of numerous ionization detectors in multiple zones. . A fire watch was stationed and will remain in place until the cause of the-alarms can be determined and repaired.

By December-30, 1992, the Unit 1 Reactor Building fire detection - system had remained inoperable longer than the 14 days specified . by the Technical Specification LCO requiring this Special Report.

An Engineering Work Request (10069) has been generated ' to continue the investigation and correct the problem. The spurious alarms'for ionization detectors are affected by changes in humidity and temperature. The increased-sensitivity of the detectors to environmental conditions is being investigated.

Work Request / Job Order (WRJO) 92-BIYC1 has been written to implement detector-.

ESEP-93-0011 eensitivity testing and cleanlag. Currently, the sensitivity test / Preventive Maintainance procedure (OPH-DET-005) and Measurement and Test Equipment procedure 1 (OMTE-TDC-001) have been written and are undergoing the final reviews _ required for implementation. This should allow the field work to be scheduled for an early February start, with a completion date yet to be determined.
