SUBJECT:

SUMMARY

OF JULY 20, 2021, WITH INDIANA MICHIGAN POWER COMPANY TO DISCUSS POTENTIAL CHANGES TO THE EMERGENCY PLAN FOR DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2021-LRM-0065)

On July 20, 2021, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (I&M, the licensee) via teleconference. The purpose of this meeting was for I&M to provide information on a planned license amendment request (LAR) for the Donald C. Cook Nuclear Plant, Unit Nos. 1 and 2 (CNP), related to related to revising the CNP Emergency Plan. The meeting notice and agenda dated July 6, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21187A106, and I&Ms meeting handout is available at ADAMS Accession No. ML21196A004. A list of attendees is enclosed.

The licensee indicated that the potential license amendment revises the CNP EP to make, in part, the following changes to the Emergency Response Organization (ERO):

Align D.C. Cook on-shift and augmenting staff to the guidance provided in NUREG-0654 Revision 2, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants, dated December 2019 (ADAMS Accession No. ML19347D139).

Reduction of the current on-shift staffing.

Extend full augmented ERO response times from 60 minutes to 90 minutes.

Revise Drive-in Drill frequency from annually to once per 8-yr cycle.

The licensee indicated that much of the potential LAR focused on aligning the CNP Emergency Plan with NUREG-0654/FEMA-REP-1, Revision 2. The NRC staff reminded I&M that Regulatory Issue Summary 2016-10, License Amendment Requests for Changes to Emergency Response Organization Staffing and Augmentation, dated August 5, 2016 (ADAMS Accession No. ML16124A002) provides clarification for developing an on-shift staffing analysis.

I&M currently plans to submit the LAR request later in 2021. The NRC staff appreciated that the licensee held the meeting early in the development process so that any staff comment could be considered in the application.

No members of the public had questions or comments during the meeting. No regulatory decisions were made at this meeting.
