Dear Mr. Kingsley:

.On September 6, 1996, the Tennessee Valley Authority-(TVA) submitted license amendment requests for the. Browns Ferry Nuclear Plant (BFN) Units 1, 2, and 3.

This submittal 3roposed to convert the current technical specifications' (CTS) -

.to improved.tecinical specifications (ITS). _

l BFN Unit 1 is currently defueled, and requires extensive modifications and engineering: analyses before it can be restarted. As a result, the NRC staff i

-believes that TVA is' presently unable to verify that the proposed Unit 1 ITS I are supported by the plant design and configuration. For example, the proposed Unit 1 ITS' includes a main steam safety / relief valve setpoint

. tolerance of 13%. A TVA letter dated December 11, 1996 states that analyses required to support this tolerance will be completed prior to BFN Unit 1

In order to issue the BFN Unit 1 ITS, the U. S. Nuclear Regulatory Commission I L(NRC) will require that. appropriate controls be implemented in the license to 'I

ensure all activit tes required to comply with the ITS will be completed prior to'BFN Unit'l restart. Therefore, you are requested to provide a description of controls, including license requirements, which will ensure that BFN Unit 1

-cannot be put:into an operating configuration before all required. activities are completed.

The BFN Units 2 and.3 ITS cannot be issued independently of the Unit 1 ITS because of the systems and equipment common to all three units. Therefore, l this issue must.be resolved before any BFN ITS amendments are issued.  !
