OF MEETING WITH TENNESSEE VALLEY AUTHORITY ON CONVERSION TO IMPRC'/ED TECHNICAL SPECIFICATIONS - MEETING OF MARCH 26, AND 27,1998 (TAC NOS. M96431, M96432 AND M96433)

On March 26, and 27,1998, the Nuclear Regulatory Commission (NRC) staff met with representatives of the Tennessee Valley Authority (TVA), the licensee for Browns Ferry Nuclear Plant, Units 1,2 anJ 3. A list of meeting attendees is provided in Enclosure 1.

The meeting discussions were technical and working level in nature relating to conversion of custom technical specifications (TS) to the improved standard TS. Based on the meeting discussions, an open item list was developed (see Enclosure 2). The staff indicated that requirements being moved out of TS must be relocated into the Final Safety Analysis Report, the TS Bases sections or the Technical Requirements Manual. The NRC staff also requested TVA to submit a table of changes to the current TS with appropriate characterization of the nature of change. TVA agreed to provide the requested information.

Minor editorial changes from R1 need to be fixed. TVA SR 3.3.1.1.7- Change frequency from 1000 EPHR to 1000 MWD /T. TVA Footnotes to Table 3.3.2.1-1 Update MCPR values. TVA Remove Mode 5 APRM Function TS in Table 3.3.1.1-1 per STS. TVA Unit 3 SR 3.3.3.2.2 should be 18 months v.184 days TVA SR 3.3.4.1.3 the greater than sign should be less than. (NUREG TVA gliche) 3.4 Luehman TS-386 (S/RV setpoint increase) needs issue. NRC LCO 3.4.4 RCS leakage increase from 25 to 30 GPM is an out-of- NRC scope. However, reviewerindicates he can handle.

Escalated NRC reviewer disagrees with CTS DOCS - 3.6.1.5 - Reactor Resol Building to Torus vac bkrs. TVA agreed to revise DOCS. Incorporate into ved j pending Rev 2 submittal.  !

Appealed - 3.6.1.3 (CAD) and secondary containment sections. NRC reviewer thinks Bases should address multi-unit applicability. TVA position that NRC requested changes not consistent with STS scope or required by 50.36. ,

1 NRC reviewer position that deleted SR 3.6.4.3.4 (R1 deletion) is out-of-scope. j (Standby gas treatment system filter heat removal bypass damper, TS 3.6.4.3-I 10??????). TVA had previously deleted an SR of this damper. TVA to add SR back in pending Rev 2. Will update terminology to current plant equipment nomcaelature. Resolved 3/27/98 mtg.

3.7 Tjader TS 395 (RHRSW ITS 3.7.1)is out of scope. NRC l ITS 3.7.2 Bases. Reviewer requested that TVA review Bases to see if some Resol No added text on use of RHRSW pumps in EECW function warranted. On 4/1/98 ved. action i call w/ Bob Tjader TVA indicated that the FSAR is adequate and no TSB l revision required. RTjader considered this issue to be closed.
