USE OF THE MECHANICAL NOZZLE SEAL ASSEMBLY FOR THE SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 (TAC NOS.

M99558 AND M99559)

Dear Mr. Ray:

In a letter dated January 5,1998, Southem Califomia Edison (SCE) submitted a request to use the mechanicai nonle seal assembly (MNSA) as an attemate repair method pursuant to 10 CFR 50.55a(a)(3)(i) for the San Onofre Nuclear Generating station (SONGS), Units 2 and 3.

This letter revised SCE's original relief request contsined in its letter dated July 11,1997, to use the MNSA as an alternate ASME Code replacement pursuant to 10 CFR 50.55a(g)(5)(iii).

SCE's letter dateo December 12,1997, also revised the original relief request by requesting NRC approval to:

1. Use the MNSAs as an interim repair on the inconel alloy 600 lower hot leg nonles should leakage from any of these non ae identified during the SONGS Units 2 and 31998 mid-cycle outages. The MNSAs will be removed at the next refueling outages for the SONGS units, and ali Inconel alloy 600 nonles will be replaced with Inconel alloy 690 aoules. ,
2. Use the MNSAs as an interim repair on the inconel alloy 600 steam generator channelinstrument nonles should leakage from any of these noules be identified during the SONGS Units 2 and 3 mid-cycle outages
3. Install the MNSAs on a interim basis on the inconel alloy 600 pressurizer nonles regardless of whether any leakage is identified during the SONGS Units 2 and 3 mid-cycle outages.
4. Finally, approvalis requested to use on a permanent basis the MNSAs installed on the steam generator channel and pressurizer instrument nonles.

The s2ff has completed its review of the licensee's request tc use the MNSAs, and our findings are contained in the enclosed safety evaluation. The staff concludes that, pursuant to 10 CFR 50.55a(a)(3)(i), the use of MNSAs as an attemate to an ASME Section XI Code repair is I permissible for the interim period (from the Unit 2 and 31998 mid-cycle outages until the next refueling outages for the SONGS units) requested by the licensee, since it is found to provide , / eq an acceptable level of quality and safety.
