Gentlemen:

Enclosed herewith, please find, three (3) copies of the WHIPJET final report on an alternate approach for providing protection against pipe breaks for balance-of-plant piping at Beaver Valley Power Station Unit No. 2. Favor-able final conclusions and final results are presented. Information needed by the staff to prepare a safety evaluation report is provided.

This final report has been developed through numerous progress meetings and conference calls with the staff and its consultants over the past year. A draft was submitted at the special WHIPJET meeting on August 13, 1986 (reference 1). Subsequently, a fifth progress report meeting was held on August 27, 1986 in Bethesda, Maryl and (reference 2). In that meeting, the following requirements were stipulated by the staff and its consultants and they have been reflected in the final report:

1. Need only analyze the highest stress location with the worst (lowest) material properties in a particular line.
2. Use a margin of 10 on the proven leak detectability limit of 0.5 gpm for inside containment.

3. A lower margin on leak detectability can be used for outside contairunent; the limiting leak detectability is dependent upon the EPRI tests at Wyle Labs (which consequently verified a limit of less than 0.1 gpm as witnessed by the staff and its consultants on October 9,1986).
4. Calculate leak rates using the PICEP code with mean (best estimate, not lower bound) base metal stress-strain properties for all break locations (including welds).
5. Calcul ate crack stability using lower bound stress-strain and J-resistance (J-R) curve properties; when a weld is involved, two c alcul ations should be performed: first wi th weld metal stress-strain and weld metal J-R properties, and second with base metal stress-strain and base metal J-R properties; the limiting condition for these two calculations should be used to assess stability.
6. Use a margin of 1.8 or greater on the leak rate crack size for assessing stability for (Normal + SSE) loads.

The staff issued a review status on Septenber 12,1986 (reference 3).

The subjects described in enclosure 1 have been appropriately included in the final report. Tne questions in enclosure 2 were addressed in a PWR-A Engi-neering Branch Audit on Septenber 16 and 17,1986 at Stone and Webster offices in Boston. Appropriate revisions have been incorporated in the report and the section on crack propagation analyses has been specifically rewritten.

Please note that Appendix B of the report contains proprietary inform-ation on the properties of austenitic steel base metal and weld metal . The request for withholding this information from public disclosure in accordance with 10CFR2.790 is enclosed. This application for withholding is being made by Duquesne Light Company on the behalf of its subcontractor on this project, Robert L. Cloud and Associates (affidavit attached).

Likewise, please note that Appendix C refers to information on the properties of ferritic steel base metal and weld metal which is also proprietary. It will be submitted separately by October 31, 1986.
