OF MEETING ON PA) 20, 1986 - FOURTH PROGRESS REPORT ON WHIP.1ET The subiect treeting was held to discuss with Duquesne Light Company (DLC) its balance-of-plant piping) program (use of leak-before-break assumption on progress in the WHIP 1El Previous ineetings were held on March 4, March 12, and April 10, 1986. is tt:e agenda of the meeting, Enclosure 2 is the meeting attendee list.

Prior to the meeting, DLC infomally provided to the staff a copy of a revised draft progress report dated May 14, 1986. Sitrce the draf+ is not yet considered a fomal report, and since it will be submitted in final fem in the near i

future, it is not being included as part of this summary. Those whc wish to t eceive e copy of that droft report should contact the pro,iect managar.

The contents of the draft report was the subject of discussion during the meetino. This revised draft report was rubmitted as a result of the third progress report meeting, and the staff's formal petition transmitted by letter dated May 1, 1986. Staff coments on the draft report and technical concerns were noted by Duquesne Light personnel, Future ineetings and site visits will be needed but no decision has been reached on the dates.
