SUMMARY

OF MEETING ON AUGUST 27, 1986 - FIFTH PROGRESS REPORT ON WHIPJET The subject meeting was hel~d to discuss with Duquesne Light Company (DLC) its progress in the WHIPJET program (use of leak-before-break assumption on balance-of-plant piping). Previous progress report meetings were held on March 4, March 12, April 10 and May 20, 1986.

In addition, a special meeting was held on August 13, 1986 to discuss special WHIPJET issues. is the agenda of the meeting. Enclosure 2 is the meeting attendee list.

In the August 13, 1986 meeting, the staff committed to issue a letter to DLC documenting review status / positions on various WHIPJET issues. A draft of -

the letter was made available in this meeting and the staff expects to issue the letter in the near future.

Issues described in the draft letter were discussed and clarified. Since the staff expects to issue the letter in final form, the draft is not included with this summary.

Prior to the meeting, a set of questions was provided to the applicant.

Copies of this question set were available to the public during the meeting. The questions were discussed and clarified; the attendees tentatively agreed that a meeting will be held in Stone and Webster offices, Boston, on September 16, 1986 to discuss in detail responses to these questions. Some questions were eliminated and some were modified as a result of discussion. These questions will be formally transmitted attached to the above letter.

The main technical issues were margins on leak detection and crack size. The staff indicated that a factor of 10 is still to be used for leak detection, but a factor somewhat less than 2 may be used for crack size calculation. Details will be provided in the letter described above.

There is probably no more need for another progress report meeting. The appli-cant will proceed to prepare the final WHIPJET report, to be submitted on October 17, 1986.
