It has come to my attention in a recent instance that a licensee did not provide sufficient detail in making a notification to the NRC Operations Center. The event occurred _at LaSalle 1&2 on April 29, 1984. The immediate notification described high winds at the site that endangered offsite power, but the notifi-cation did not describe the loss of a 138 kv transformer. Copies of the 50.72 report that did not describe the loss.of the 138 kv transformer and the subsequent regional , daily report that did include the amplifying information are enclosed.

l When a licensee makes a notification on the Emergency Notification System (ENS) -

per'10'CFR 50.72, the licensee should provide sufficient detail to describe all ,

of the f.elevant risks. If the details of conditions related to the reportable event are,not immediately known, then the licensee should make a follow-up call

, that describes all the cir'cumstances relevant to the risks involved.

in your-routine interactions and discussions with licensees, please stress the need for complete descriptions of relevant risks when making' notifications per 10 CFR 50.72. My purpose in making this request is neither to criticize those.

who made an honest mistake'nor to place undue emphasis on this event; rather, I wish to encourage free and open discussion regarding reporting requirements in order tfiat the maximum safety benefit can be derived from this regulation.
