REQUEST TO AMEND THE CORE ALTERATION DEFINITION IN THE TECHNICAL SPECIFICATIONS FOR LASALLE COUNTY STATION, UNIT 1 AND 2 (TAC NOS.: MA5727 AND MA5728)

Facility: LaSalle County Station, Units 1 and 2 Docket Nos. 50-373 and 50-374 License Nos. NPF-11 and NPF-18 The attachment contains the Reactor Systems Branch's (SRXB) safety evaluation report (SER) input for LaSalle County Station, Units 1 and 2 amendment r6 quest. CnmEd proposes to modify the definition of core alteration in Sectiori 1.0 of the technical specificamn (TS) and ,

also update Sections 3/4.1,3.4.3, and 3/4.9 to reflect the proposed definition change. i The SRXB staff reviend the August 13,1999, amendment request, as supplemented by the August 27,1999, letter from Comed. The staff approves the licensee's proposal to adopt the core alteration definitions as specified in the standard technical specification (STS) with condition. Both units of the LaSalle County Station are expected to convert to the STS within a year. The current amendment request seeks to incorporate the STS core alteration definition without adopting the STS Special Operation, multiple control rod removal limiting condition for operation LCO 3.10.6. The STS multiple control rod (CR) limiting condition for operation (LCO) requires that the core loading scheme be restricted to an approved spiral relead. The TSs for LaSalle, Units 1 and 2 permit both core shuffle and full core offload and reload while under the multiple CR LCO. Since the licensee can conduct fuel shuffle under i the multiple CR LCO, the staff approvcs the present amendment request conditionally, prohibiting fuel movement unless all control rods except one are inserted. We have included a suggested wording for the license condition in the attached SER.
